Water Utilities Director - East Bay

SUMMARY

This person will be responsible for the operation and maintenance of the Turtle Creek wastewater treatment plant and collection system, Turtle Creek Water system and Grand Traverse Resort Water System. Included in these responsibilities will be maintenance of the wastewater plant and lift stations, Maintenance of all pump houses and distribution lines, all laboratory work pertaining to the analysis of the wastewater, and water, reporting to the federal environmental protection agency, Tribal Council and the department manager, establishing a budget for the operation of these facilities. This person will also be responsible for the oversight and inspection of any additions to the treatment facility and collection system. Testing of the wastewater must comply with procedures outlined in the Standard Methods for the Examination of Water and Wastewater Manual.

MINIMUM QUALIFICATIONS

  • Must have a High School Diploma or GED.
  • Must have a State of Michigan Class S3 and D3 water certifications.
  • Must have a State of Michigan Class C wastewater certification.
  • Must have a minimum 5 years of experience in the water and wastewater field.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Perform routine maintenance on the equipment in the wastewater plant including; pumps, blowers, air makeup unit, decanter, mixer, mechanical valves, filtration unit etc.
  • Perform routine maintenance of the collection system including the pump station and grinder.
  • Take samples of the influent and effluent wastewater and monitoring wells
  • Perform testing on the influent and effluent wastewater for; solids, phosphorus, pH, ammonia nitrogen, BOD, etc.
  • Determine the proper operating parameters for the most efficient operation of the wastewater plant using the data collected from the testing.
  • Prepare monthly department manager reports, monthly EPA reports, and quarterly Tribal Council reports using MS Word and Excel.
  • Complete daily readings and change flow charts.
  • Perform routine maintenance and equipment checks in the pump house including: chemical feed pumps, hour meter readings, flow readings, etc.
  • Perform routine maintenance of the distribution system including operation of valves, hydrant flushing and repairs when necessary.
  • Sample and test the water for chlorine, fluoride, nitrate, lead, copper, volatile organic compounds, synthetic organic compounds, radionuclides, etc.

OTHER SKILLS AND ABILITIES

  • Must be able to perform laboratory analysis operation using a symphony SB30-I ion-analyzer, spectrophotometer 20D, YSI 5000 DO meter, etc.

EDUCATION and/or EXPERIENCE

  • Training in Confined Space entry
  • Certified program director
  • State of Michigan certified class C wastewater operator or higher
  • State of Michigan Certified Class S3 and D3 Water Operator
  • Minimum 5 years' experience operating a mechanical wastewater plant
  • High school diploma or GED
  • Proficient using windows MS Word and Excel

SUPERVISORY RESPONSIBILITIES

  • Supervise Water and Wastewater operators and apprentices
  • Provide monthly reports to the department manager
  • Provide quarterly reports to Tribal Council
  • Provide monthly reports to the US EPA
  • Oversee the operations of the Turtle Creek wastewater plant including programming changes.
  • Set up the program budget and program book
  • Set up contracts to have bio-solids removed
  • Set up contracts for water and sewer expansion
  • Inspect all new connections and infrastructure improvements

Symphony SB 30-I ion-analyzer, Spectrophotometer 20D, YSI 5000 Dissolved Oxygen Meter, Napco Model 9000-D Autoclave, Ohaus Explorer, Ohaus Adventurer, Dell Computer System, HP 970 Printer, HP T-45 Fax Machine, Calculator, Aqua-Aerobics Mixer, Decanter, Mini-Disk Filter, UniOp Control Computer, Centrifugal Pumps, Chart Recorder, 400 kw Generator, 5-50 HP Roots Blowers, Drill, Wrenches, Screwdrivers, Skill Saw, Muffin Monster Grinder, Microscope, Muffle Furnace, Drying Oven, and Vanton Centrifugal Chemical Feed Pumps.

TYPICAL PHYSICAL DEMANDS

  • Visual observation of microorganisms with the use of a microscope
  • Lifting of pumps and motors in excess of 50 pounds
  • Climbing ladders
  • Entry into confined spaces using proper safety equipment

TYPICAL MENTAL DEMANDS

  • Proficient in addition, subtraction, multiplication, division, and algebra
  • Analyze laboratory analysis to determine programing modifications
  • Stress of being on call 24/7
  • Ability to trouble shoot problems with the wastewater equipment

WORKING CONDITIONS

  • Outside work 15% of time
  • Extremely hazardous chemicals (Nitric acid, Phosphoric acid, Ferric Chloride, Chlorine, Sulfuric acid, Hydrochloric acid, Sodium Hydroxide, Ammonium Chloride, Potassium Persulfate)
  • Electrical hazards when dealing with equipment
  • Environmental hazards with the raw and treated sewage
  • Confined space entry hazards
  • Extremely loud noise levels from blowers
  • Working in extremely high places (top of water towers)

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality.
