Water Utilities Manager/PD- West Bay

SUMMARY

This person will be responsible for the oversight of the Peshawbestown Water and Wastewater treatment plants and collection systems. Included in these responsibilities will be testing, laboratory analysis, maintenance, and upkeep of the wastewater plants, water systems and collection systems, and establishing a budget for operation of these facilities. This person will be responsible for the oversight and inspection of any additions to the treatment systems. This person will report directly to the Public Works Sub-Department Manager. This person must be familiar with the regulations set by the EPA Clean Water Act and the EPA Safe Drinking Water Act.

MINIMUM QUALIFICATIONS

  • Must have a High School Diploma or GED.
  • Must have a State of Michigan Class S3 and D3 water certifications.
  • Must have a State of Michigan Class C wastewater certification.
  • Must have a minimum 5 years of experience in the water and wastewater field.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performing complex maintenance on above mentioned water system equipment including; pumps, hydrant maintenance and flushing, gate valves, and some water analysis.
  • Performing complex maintenance on the above mentioned wastewater system equipment including; pumps, blowers, air makeup unit, decanter, mixer, mechanical valves, and filtration unit.
  • Performing laboratory analysis on the influent and effluent wastewater for; solids, phosphorus, pH, ammonia nitrogen, BOD, etc.
  • Performing complex maintenance and detailed inspections on above mentioned collection system equipment including; pumps, pump stations, grinder unit.
  • Complete daily readings and change flow charts.
  • Ensure computerized and hard copy data entry systems are current and operating efficiently
  • Prepare reports on water and wastewater to U.S. EPA, Michigan DEQ, and Aqua Aerobics Inc.
  • Data entry of water and wastewater results, and routine Maintenance.

ADDITIONAL REQUIREMENTS

This will include an apprenticeship with the Tribal Engineer to learn the Tribal wells and septic program. This will deal with site evaluation, NEPA preparation, contract preparation, and reporting on residential sites for the Tribal membership within the six county service areas.

OTHER SKILLS AND ABILITIES

  • Must be able to communicate effectively orally and in writing as required.
  • Must be able to work independently and establish priorities.
  • Must have good time management and organizational skills
  • Must have proficiency in computers using Microsoft Windows, Word, Excel, Outlook, and other Microsoft office products.
  • Must be able to perform laboratory analysis operation using a symphony SB30-I ion-analyzer, spectrophotometer 20D, YSI 5000 DO Meter, etc.
  • Must be able to confidently operate abovementioned wastewater treatment plant(s) including all adjustments and testing necessary for proper operation

EDUCATION and/or EXPERIENCE

  • High school diploma or GED
  • Must pass Michigan Vehicle Report in order to become insured by GTB's driver insurance carrier.
  • Must have a valid and unrestricted Michigan Driver's License and appropriate endorsements for all vehicles required to operate in the performance of duties.
  • Must be willing to attend training pertaining to job.
  • Must have a State of Michigan Class "C" wastewater operator certification.
  • Must have a minimum State of Michigan Class "S3" and "D3" water operator certification.

SUPERVISORY RESPONSIBILITIES

Supervise and provide training of Apprentice, Operator I, Operator II and Operator III positions, and Lead Operator Position.

TYPICAL PHYSICAL DEMANDS

  • Visual observation of microorganisms with the use of a microscope
  • Lifting of pumps and motors in excess of 50 pounds
  • Climbing ladders and stairs
  • Entry into confined spaces using proper safety equipment

TYPICAL MENTAL DEMANDS

  • Proficient using Microsoft Word and Excel.
  • Proficient in addition, subtraction, multiplication, division, and algebra
  • Analyze laboratory analysis and implement changes to the system based on said analysis
  • Ability to trouble shoot problems with all systems and related equipment
  • Stress of being on cal 24/7.

WORKING CONDITIONS

  • Outside work 15% of time
  • Extremely hazardous chemicals (Nitric acid, Phosphoric acid, Ferric Chloride, Chlorine, Sulfuric acid, Hydrochloric acid, Sodium Hydroxide, Ammonium Chloride, Potassium Persulfate)
  • Electrical hazards when dealing with equipment
  • Environmental hazards with the raw and treated sewage
  • Being on call 24/7.
  • Confined space entry hazards
  • Very loud noise levels from blowers
  • Working in extremely high places (top of water towers)

OTHER REQUIREMENTS

Testing of the wastewater must comply with procedures outlined in the manual "Standard Methods for the Examination of Water and Wastewater".

COMMENTS

Native American Preference will apply. Must be will and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
