SORNA Coordinator

* The SORNA Project Coordinator is a grant funded position; therefore the duration of this position is subject to the guidelines outlined in the grant.

SUMMARY:

Coordinate the Adam Walsh Act (AWA) Implementation grant project, which is a 24-month project funded by the U.S. Department of Justice, Office of Justice Programs' Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART). Meet federally mandated compliance requirements in the Adam Walsh Act (AWA) by facilitating and implementing jurisdictional compliance with Sexual Offender Registration and Notification Act (SORNA) through the established guidelines and statutes and to improve public sex offender registry systems to support SORNA compliance.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Meet the goals and objectives of the project as defined in the grant application and described below consistent with the project budget and timeline, fiscal guidelines, and staffing resources.
  • Review the GTB SORNA Code for inconsistencies, updates in legislation and draft revisions in conjunction with the Legal Department.
  • Bring code revisions forth to the Tribal Council for action.
  • Implement digital records management strategies for current and future records.
  • Enhance jurisdictional efforts to ensure offender and public safety.
  • Develop and implement training for law enforcement, probation department and other criminal justice agency personnel responsible for sex offender registration and compliance related to SORNA implementation by the jurisdiction.
  • Oversee technology upgrades and staff training for new and/or enhanced equipment: computers, software, digital records scanner, and four (4) community notification kiosks; maintenance of equipment.
  • Provide community education workshops on the SORNA code, registration and notification, and use of the community information kiosks. Collaboration with GTB Law Enforcement, Tribal Victim Assistance and Tribal Court to provide community education.
  • Provide support for coordinated interagency efforts to comply with SORNA.
  • Collaborate with Prosecutor, Law Enforcement, Court, and Probation Department/Department Manager.
  • Coordinate and network with Tribal and non-Tribal (Federal, Michigan State Police, County, local) criminal justice agencies. Provide education specific to the GTB Code and SORNA.
  • Attend meetings related to SORNA compliance in the six county service area as well as required national, state and local conferences and meetings regarding SORNA requirements and CASOM office assistance.
  • Track data for SMART office reporting and evaluation requirements.
  • Improve information-sharing infrastructure within GTB, local and federal law enforcement agencies and other federally recognized tribes.
  • Develop and implement strategic plan for SORNA sustainability.
  • Performs other duties as required.

  • Maintain professional attitude and demeanor regarding highly critical issues involving confidentiality and discretion.
  • Establish and maintain effective working relationships with the task force, law enforcement, attorneys, judges, court staff, probation and other agencies.
  • Work under pressure and with sensitive issues.
  • Communicate effectively, orally and in writing.
  • Work with persons of diverse ages, races, ethnic and socioeconomic backgrounds etc.
  • Knowledge of legal terminology and practices, Tribal, local, state, and Federal laws.

EDUCATION and/or EXPERIENCE:

  • Bachelor's degree in Criminal Justice or Social and Behavioral Sciences required.
  • A combination of education and work experience in the field of sex offender management or closely related criminal justice field working with offenders and database information sharing implementation.
  • Administration/ Coordination training and experience is desired for this position.
  • LEIN basic operator certification.

DRIVING REQUIREMENTS

  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.
  • Must have reliable transportation.

SUPERVISORY RESPONSIBILITIES:

None

EQUIPMENT TO BE USED:

Ability to operate an automobile in the course of assigned duties. Use of computer, printer and fax machine. Frequent use of telephone.

TYPICAL PHYSICAL DEMANDS:

  • Must be able to travel throughout the six-county service area if required.
  • Must be able to stand or sit for long periods of time.

TYPICAL MENTAL DEMANDS:

Sort through complex issues and initiate required directives needed. Ability to resolve issues, coordinate objectives and implement through established procedures.

WORKING CONDITIONS:

  • Considerable exposure to stressful situations, as a result of human behavior, in dealing with a variety of different types of individuals and community organizations.
  • On-call for crisis situations and may be required to work non-traditional hours including evenings and weekends.
  • Exposure to potentially hostile environments.

COMMENTS

Native American Preference will apply. Must be willing and able to pass a criminal history background check with no felonies or serious misdemeanors and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
