Summary
The Grand Traverse Band of Ottawa and Chippewa Indians (GTB, Grand Traverse Band) is seeking qualified proposals vendors or adult individual/s (aka bidders) to deliver tutoring services within the six-county area in classroom and/or via other appropriate designations (i.e. Leelanau, Grand Traverse, Charlevoix, Antrim, Benzie and/or Manistee). Through this RFP, GTB seeks to have tutor(s) available who meet eligibility criteria for elementary, middle and/or high schools (ie., kindergarten through twelfth grade) in school.
1.2 Bidder Requirements
Each Bidder to this RFP is expected to fully inform themselves on all aspects of the work required to be performed.
1.3 Qualifications of Bidder
The Bidder, through its written proposal, provides evidence of ability, experience, and education to undertake the specified objectives/duties in this Request for Proposal.
1.4 Acceptance of Offer
Acceptance of a proposal will occur only when a contract is executed.
2 Project Overview
- Project Description
Tutor(s) to provide educational support and tutoring services for the Indian Education Program for eligible students in kindergarten through twelfth grade in school.
The goal of the Indian Education Program is to educate and assist student's overall academic performance by collaborating with the school personnel, parents, and students using strategies and activities to enhance learning and academic performance.
2.2 Scope of Services Summary:
The tutor(s) will teach for a minimum of 200 hours to June 30, 2025, for elementary, middle school and/or high school eligible students within the service area throughout the school 2024/2025. The tutor(s) will teach the student at their grade level respectively (i.e. kindergarten to twelfth grade) to the academic subject area/s of concern. Services to be delivered face-to- face when deemed most effective according to student's individual needs. The tutor will arrange tutor sessions with the student's parent/guardian. The tutor(s) will maintain the confidentiality of all information pertaining to students. Mileage is not paid. Payment on contract will be based on actual hours worked with the student/s. The tutor(s) will contact the Tribal Education Manager/designee for direction of eligible student/s who will need a tutor(s). The tutor(s) will provide a report on number of tutoring sessions, student name, student's grade, student progress, and hours at end of the month to the Education Manager/designee.
MINIMUM Qualifications:
The tutor(s) should possess a valid Michigan certified teaching certificate; however, the GTB may accept a master, bachelor's, or associate degree in any field and/or successfully demonstrated prior experience in tutoring services. Previous experience working with students is required. The tutor(s) is responsible for having a background check, if selected as a contractor.
The contractor assures us that he/she does not have a criminal background which would indicate that he/she could present a threat to students or staff. Acceptable criminal
background is no felony arrests or convictions within five years and no pattern of misdemeanors (three or more) within five years. The Tribe may terminate this contract if this provision is violated.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Tutor(s) is responsible for tutoring student/s with individualized assistance with homework in academic area/s of concern and/or instruction in academic area/s of concern. Academic classes include reading, English language arts, math, sciences, and social studies. Expectations of the tutor include the tutor: will attend each session on time and be prepared, provide high-quality tutoring services, not do any of the student's work for him/her and guide them in the right direction, maintain confidentiality of the student's academic information, provide a positive and encouraging academic environment, and help student to achieve the goals he/she wishes to reach. Tutor(s) must be patient, flexible schedule, positive, consistent, and dependable with the student/s and parent/s. Tutor will not perform other employment while providing tutor service with student/s.
2.3 Safety Pre-Cautions
Due COVID-19 and other health issues, the follow safety guidelines need to be adhered to:

- Recommend contractor to be fully
- COVID test required prior to start of contract
3 Submission Requirements

Each professional tutoring vendor or adult individual must submit the attached Bid Form and Qualification of Bidder, which includes contact information, references, resume/experience, and price quote.
The schedule of payment per an adult contractor, not to exceed 200 hours: Teacher certification $40 per hour
Master/Bachelor's degree $30 per hour Associate degree/HS diploma experience $20 per hour
3.2 Evaluation Procedure
Proposals will be evaluated by GTB Education manager and staff based upon the qualification of bidder, price, past experiences, and interview.
3.3 Offer Submission Deadline
To be considered, a bid package must be received by the Grand Traverse Band at the address shown below or by email by 11pm local time on February 3, 2025 Bids received after this deadline will not be accepted. Bids will remain sealed until after the deadline.

4 Additional Requirements
- Cancellation of Contract
The contract generated by this RFP may be cancelled by GTB for noncompliance with specifications, inability to perform the contracting requirements of GTB or continued safety hazards. The cancellation notification shall state the cause or reason for the cancellation. Such cancellation would be at no charge to GTB other than for work authorized and completed at the time of termination. The contractor shall not assign any of his/her duties or obligations under this tutoring contract to a third party.
4.2 Native American/Alaskan Indian
Native American/Alaskan Indian preference applies; Bidders shall submit proof of Native American Indian status along with their bid.
4.3 Background Check
Prior to award of contract, the passing of a background check maybe required if having regular contact with or control over children, elders & individuals with disabilities.
