Request for Proposal (RFP)

  1. General Information: The Grand Traverse Band of Ottawa and Chippewa Indians (GTB) Tribal Court is soliciting contractual – service proposals for a male volunteer facilitator to work within a male batters' intervention program. The court program will address multiple topics which focus on family violence and abuse and will utilize materials from the Native American Fatherhood & Families Association. This will be a volunteer position lasting for one year (52 classes). Additionally, there will be some required planning and miscellaneous meetings during the year. The position will require facilitator certification, which may involve attending training by the Native American Fatherhood & Families Association. The commitment will be to attend all weekly meetings, as well as the referenced additional activities, for the duration of one full year. The purpose of this volunteer position is to assist in facilitating a course of treatment for individuals convicted of domestic violence in a group work setting. The candidate will be a volunteer as a co-facilitator within the group setting. This volunteer position will be grant funded and may require facilitator certification training, which will be provided by the GTB Tribal Court.

  1. Required/Recommended Credentials: The candidate must be a tribal member of a federally recognized tribe and be able to provide proof of tribal membership. They must be knowledgeable in native cultural beliefs and practices. To apply, the candidate must not be dependent on, or actively be using, any non-prescribed legal or illegal substances. The individual must have no criminal convictions in the past 10 years and be a respected member of their tribal community. This position requires the candidate to have experience and knowledge in counseling as well as a desire to help others. The candidate selected must have patience and be non-judgmental. Having prior experience working with domestic violence and substance abuse is a plus.

  1. 5. Evaluation Process:
  2. Step 1: Written proposals will be reviewed for compliance with the above-mentioned requirements. Proposals that fail to include the above-mentioned requirements will be eliminated from prospective candidates.
  3. Step 2: The Chief Judge, Associate Judge and/or Court Administrator will tally the points using the above-mentioned evaluation criteria.
  4. Step 3: The Chief Judge, Associate Judge and/or Court Administrator will conduct reference checks with two of the highest-scoring responsive proposals. If the reference checks are positive, interviews will be scheduled.
  5. Step 4: If the volunteer offered the volunteer position is unable or turns down the contract for one year volunteer position, the next highest scored applicant will be contacted.
  6. Deadline for Submission: The deadline to submit proposals is 5:00 PM Friday, August 29, 2025. Proposals may be mailed, emailed and/or hand delivered. No faxed proposals will be accepted. The applicant is responsible for ensuring the Tribal Court receives his/her proposal by the deadline. All proposals received after the deadline will be eliminated from consideration. Proposals will be evaluated on Sept 3rd , 2025.
