Public Works Director

SUMMARY

This position will be responsible for the operation, maintenance, budgeting, scheduling, and reporting for the water and wastewater system. Monthly Operational Reports will be filed with the U.S. EPA for the tribally owned facilities. Monthly Operational Reports will be filed with the Michigan DEQ for the Leelanau County owned water and wastewater system. This position will oversee the following operations:

  • Peshawbestown SBR Plant
  • Peshawbestown Sewage Collection System
  • Peshawbestown Community Water System
  • Peshawbestown Community Water Distribution System
  • Leelanau Sands Lodge Motel Public Water System
  • Turtle Creek SBR Plant
  • Turtle Creek Sewage Collection System
  • Turtle Creek Public Water System
  • Turtle Creek Public Water Distribution System
  • Grand Traverse Resort Community Water System
  • Grand Traverse Resort Community Water Distribution System
  • Leelanau County SBR Plant (report to State of Michigan)
  • Leelanau County Community Water System (report to State of Michigan)

MINIMUM REQUIREMENTS

  • Associates Degree in Water Quality technology or related field.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.
  • State of Michigan Class S2 and D2 Water Certifications.
  • State of Michigan Class B Wastewater Certification.
  • 5 years of experience managing a public water supply and wastewater treatment plant.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Perform routine maintenance on the equipment in the wastewater plant to include: pumps, blowers, air makeup unit, decanter, mixer, mechanical valves, filtration unit, etc.
  • Perform routine maintenance of the collection system including the pump station and grinder.
  • Take samples of the influent and effluent wastewater and monitoring wells
  • Perform testing on the influent and effluent wastewater for; solids, phosphorus, pH, ammonia nitrogen, BOD, etc.
  • Determine the proper operating parameters for the most efficient operation of the wastewater plant using the data collected from the testing.
  • Prepare monthly department manager reports, monthly EPA reports, and quarterly Tribal Council reports using MS Word and Excel.
  • Complete daily readings and change flow charts.
  • Perform routine maintenance and equipment checks in the pump house including: chemical feed pumps, hour meter readings, flow readings, etc.
  • Perform routine maintenance of the distribution system including operation of valves, hydrant flushing and repairs when necessary.
  • Sample and test the water for chlorine, fluoride, nitrate, lead, copper, volatile organic compounds, synthetic organic compounds, radionuclides, etc.
  • Must be responsible for the oversight and inspection of any additions to the treatment facility and collection system.
  • Must test the wastewater and ensure compliance with procedures outlined in the manual "Standard Methods for the Examination of Water and Wastewater".

OTHER SKILLS AND ABILITIES

  • Ability to communicate effectively orally and in writing as required.
  • Ability to work independently and establish priorities.
  • Good time management and organizational skills are essential.
  • Proficiency in computers using Microsoft Windows, Word, Excel, Word, Outlook, and other Microsoft office products.
  • Must be able to perform laboratory analysis operation using a symphony SB30-I ion-analyzer, spectrophotometer 20D, YSI 5000 DO meter, etc.

EDUCATION and/or EXPERIENCE

  • Training in Confined Space entry
  • Certified program director
  • State of Michigan Certified class CB wastewater operator or higher
  • State of Michigan Certified Class S2 and D2 Water Operator
  • Minimum 5 years' experience operating a mechanical wastewater plant
  • Minimum 5 years' experience operating a Community Water System and Distribution System
  • High school diploma or GED
  • Proficient using windows MS Word and Excel

SUPERVISORY RESPONSIBILITIES

  • Supervise Water/Wastewater Operators and Operator Apprentices (West Bay)
  • Supervision of Turtle Creek Utilities Director (East Bay)
  • Provide monthly reports to the Tribal Manager
  • Provide quarterly reports to Tribal Council
  • Provide monthly reports to the US EPA
  • Provide Consumer Confidence Reports to customers on the Community Water Systems
  • Provide monthly operation reports for water and wastewater to Michigan DEQ
  • Oversee the operations of the Turtle Creek wastewater plant including programming changes.
  • Set up the program budget and program book
  • Set up contracts to have bio-solids removed
  • Set up contracts for water and sewer expansion
  • Inspect all new connections and infrastructure improvements
  • Train Apprentice personnel to become operators

  • Fluke multi meter

TYPICAL PHYSICAL DEMANDS

  • Visual observation of microorganisms with the use of a microscope
  • Lifting of pumps and motors in excess of 50 pounds
  • Climbing ladders
  • Entry into confined spaces using proper safety equipment

TYPICAL MENTAL DEMANDS

  • Proficient in addition, subtraction, multiplication, division, and algebra
  • Analyze laboratory analysis to determine programming modifications
  • Stress of being on call 24/7
  • Ability to trouble shoot problems with the wastewater equipment
  • Ability to deal with the public on water and wastewater issues

WORKING CONDITIONS

  • On call 24/7
  • Outside work 15% of time
  • Extremely hazardous chemicals (Nitric acid, Phosphoric acid, Ferric Chloride, Chlorine, Sulfuric acid, Hydrochloric acid, Sodium Hydroxide, Ammonium Chloride, Potassium Persulfate)
  • Electrical hazards when dealing with equipment
  • Environmental hazards with the raw and treated sewage
  • Confined space entry hazards
  • Extremely loud noise levels from blowers
  • Working in extremely high places (top of water towers)

COMMENTS

Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment.. Adherence to strict company policy in regard to confidentiality is a must.
