Program Compliance Coordinator

SUMMARY

Responsible for monitoring and oversight for the implementation of grants and contracts. Responsible for establishing and operating a monitoring system for Tribal grants and contracts. Perform financial analysis to determine if the coordination of programmatic activities is in accordance with other tribal functions. Perform financial, eligibility, and programmatic reviews of programs for compliance with applicable rules and regulations. This position will facilitate department-specific strategic planning and evaluation to help define Tribal needs, gaps and overlap in services. In addition, this position is the Liaison for the New World System (NWS).

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration required.
  • Must have at least three years of professional experience in the management or administration of federal, state or tribal grants.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist the Chief Financial Officer/CPA and tribal leadership to formulate research questions regarding existing programs, projects or needs.
  • Work with the Tribal Manager and Department Managers to create plans for program improvement and program development.
  • Oversee the development of all grant applications for funding from local, state federal and private sources.
  • Participate and/or conduct meetings with management, legal counsel, and staff as needed for administration and implementation of Tribal and governmental operations.
  • Conduct periodic reviews of program files maintained by program directors to assure that eligibility and financial records are in conformance with applicable laws, ordinances, and regulations.
  • Conduct the review, research and evaluation and perform assessments on grants and contracts and conduct program reviews with department managers, OMB and program directors.
  • Conduct financial reviews of programs to determine if expenditures follow applicable laws, ordinances, grant requirements, regulations or tribal priorities.
  • At the end of the fiscal year, conduct a compliance review of major federal programs whose annual budget totals more than $500,000.
  • Review proposed contracts for personal or professional services to ensure that the contract is following established grant budget and program goals and objectives.
  • Provide technical assistance to program directors related to modifications, sco0pe of work, budget forecasting, budget requests and baseline measures.
  • Monitor programs to ensure all Department managers submit narrative reports timely. Work with department managers to ensure that programs are meeting stated objectives and maintaining the financial integrity of each program in their department.
  • Work with the OMB in developing a system of financial control and programmatic monitoring of all programs by reviewing the expenditures, revenues on a monthly basis.
  • Coordinate the review and revision (if needed) of current policies, codes, and regulations to enhance programs efficiency and services provided to the membership.
  • Assist with the maintenance of the OMB reference library of current policies, procedures, codes, and regulations.
  • Assist in the development and evaluation of the annual budgets and performance-based budgets.
  • Develop a database system to ensure all Department Managers submit narrative reports timely.
  • Maintain the accounting software and coordinate and implement any future software changes, upgrades and help train staff as needed.
  • Work with IT on the maintenance of the accounting staff computers and software necessary for the operation of the department and with any hardware or software related computer issues or malfunctions.
  • Develop a computerized system using a project management software system to monitor the progress and completion grant goals and objectives.
  • Periodically review and recommend revisions to the tribal grants management manuals as needed.
  • Develop and schedule training sessions and refresher courses for program directors and department managers to provide updates to tribal laws, regulations including local, state & federal grant and contract rules and regulations as needed.
  • Assist in the maintenance of a database file that contains all essential grant and contract information.
  • Provide guidance and technical assistance to tribal department management in the administration of grants and contracts.
  • Assist in the close out of grants and contracts and maintain a database system to track closed programs for records retention purposes.
  • Provide the tribal management and the Tribal Council with periodic reports on grant and contract activities and success (or failure) in meeting their respective goals and objectives.
  • Assist with monitoring self-governance compacts and agreements and programs funded by these compacts and agreements to assure compliance with applicable self-governance laws and regulations.
  • Assist in the management of correspondence, office files & filing systems, and scheduling activities for the Grants Management Division.
  • Other duties as assigned by your supervisor.

  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, and other Microsoft office products and database applications.
  • Extensive knowledge of federal, state and tribal grants and contract rules and regulations.
  • Excellent math skills and desire to work extensively with numbers.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Uses good judgment in interpreting guidelines, in adapting department procedures, or in recommending approaches or solutions for specific problems.
  • Knowledge of budgeting and accounting.
  • Knowledge of the principles and practices of business organization and management.
  • Ability to research, analyzes, and evaluates proposed programs and expenditures.
  • Ability to work with large amounts of data, interprets financial records, detect errors, and prepare financial reports.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration required.
  • Must have at least three years of professional experience in the management or administration of federal, state or tribal grants.
  • Must have experience in bookkeeping or accounting.

General office equipment such as, calculators, computers, modem, copiers, fax, phone systems, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Should have corrected normal range of hearing and sight.

The employee uses judgment in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site regular basis.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy regarding confidentiality is a must.
