SUMMARY:

The Sergeant assists the Captain with day-to-day operations of the department and the supervision of the law enforcement patrol personnel in the enforcement of Tribal, State and Federal Law on the lands owned by the Grand Traverse Band of Ottawa and Chippewa Indians.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prepare and submit to supervisor weekly time sheets, daily reports, and incident reports.
  • Enforce all tribal criminal and traffic laws, ordinances to include civil traffic laws, United States Codes or 25 CFR.
  • Patrol areas within the GTB jurisdiction including Administration, Medicine Lodge, Day Care Center, Administration, Human Resources Offices, Elder's Complex, Housing Project, Buildings on Putnam Road, Leelanau Sands Casino Lodge, Leelanau Sands Casino, Eagle Ridge Building, GTB Apartments, Chalet, Village of Peshawbestown (M-22 area), and other areas of the reservation including Turtle Creek Casino and adjacent building in Williamsburg and Satellite Tribal area of Antrim, Benzie, Charlevoix, Camp Alden, Grand Traverse County, etc.
  • Attend all staff and Tribal Council meetings as requested and/or mandated.
  • Attend all appropriate training sessions as required.
  • Service all warrant and other court process without undue delay, as directed by Tribal, State and Federal Court.
  • Maintain equipment issued.
  • Carry a cell phone during work shift to answer police calls except while on vacation, personal day, sick day and medical leave.
  • Take charge of all crime scenes and process scene as appropriate.
  • Maintain confidentiality of all departmental information at all times.
  • Investigate all citizen complaints, complaints against Police Officers under your supervision, violations and issue citations or warnings when appropriate.
  • Service all warrant and other court process without undue delay as directed by Tribal, State, and Federal Court.
  • Maintain all equipment issued.
  • Be thoroughly familiar with all applicable policies and procedures, Federal Regulations, GTB Tribal Police Department Policies and Procedures, Organic Resolution, Tribal and State Criminal Codes, Children's Code, Tribal Constitution, Michigan Motor Vehicle, and all other applicable rules, regulations and statutes.
  • Resolve problems, conflicts, and maintain high morale and professionalism within the Police Department.
  • Prepare cases for court presentation.
  • Testify in State, Federal and Tribal Court in all cases.

  • Reviews all reports of the officers on a daily basis and forwards copies to the appropriate department.
  • Monitors the twenty-four (24) hour, seven (7) day per week law enforcement and prevention services within the jurisdiction.
  • Informs Captain on all pending investigations, problems, achievements in the GTB PD.
  • Assigns the use of patrol vehicles to assure proper maintenance and to reduce damage.
  • Follows-up on complaint investigations as assigned by Captain.
  • Oversee grant programs as Program Director as assigned
  • Oversee scheduling of road patrol.
  • Other duties may be assigned.

OTHER SKILLS AND ABILITIES

  • Ability to resolve problems, conflicts, maintain high morale and professionalism with the community and all Police Officers under your supervision
  • Ability to communicate with Native American people.
  • Ability to work with any law enforcement software system.
  • Advance knowledge of applicable law, regulations, rules, procedures, and administration is required.
  • General knowledge of budgeting, planning, control methods, and applications.
  • General supervisory skills.
  • General mechanical ability is required.
  • General proficiency in computers, including Microsoft Office products and database applications, e-mail and Internet.
  • General proficiency in 10-key and other office equipment.
  • Must be able to type at least 45 words per minute.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional detail and follow-up skills.
  • Able to effectively establish priorities and meet deadlines.
  • Basic knowledge of leadership and management skills and techniques.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Employee must be able to read and write legibly.

EDUCATION and/or EXPERIENCE

  • Must have high school diploma or GED certificate.
  • Completion of Michigan Police Academy
  • Must be certifiable by Michigan Commission on Law Enforcement Standards (MCOLES) and Bureau of Indian Affairs Special Law Enforcement Commission certification.
  • Must possess a minimum of three to five years' experience as a certified full time sworn police officer with the Bureau of Indian Affairs or Michigan State Certified Police Agency.
  • Must have an advance working knowledge in the workings of County, State and Federal Law Enforcement system and one to three years in law enforcement supervisory position.
  • Must be LEIN certifiable and qualify to operate LEIN Terminal
  • Must become certified as program director and/or have 2-3 years of program management experience.

DRIVING REQUIREMENTS

Must have and maintain a valid driver's license and be insurable by the GTB insurance carrier.

SUPERVISORY RESPONSIBILITIES

  • Supervise road patrol officers.
  • Inspect all time sheets, daily reports, and incident reports of the Police Officers under your supervision, prior to submitting them to higher supervisors.
  • Emphasize teamwork, community relations, community oriented policing with Police Officers under your supervision.

TYPICAL PHYSICAL DEMANDS

  • Must be in full uniform or the uniform of the day as mandated by supervisor.
  • Must maintain all equipment issued and clean cars after each shift or patrol if necessary.
  • Must qualify semi-annually for firearm certification. Must have obtained a score of seventy (70) percent.
  • Must participate in a minimum of forty (40) hours of local in-service training annually.
  • Must be able to restrain, pursue (on foot) offenders.
  • Must be able to assist in medical emergencies or rescue efforts.
  • Must maintain and be in excellent physical condition.

TYPICAL MENTAL DEMANDS

  • Must have the ability to work in stressful situations, ability in oral expression, integrity, capacity for effective public relations and good judgment towards the community and Police Officers under your supervision.
  • Must be thoroughly familiar with all applicable polices and procedures, Federal Regulations, GTB Tribal Police Department Policies and Procedures, Tribal and State Criminal Codes, Children's Code, Tribal Constitution, Michigan Motor Vehicle Code, GTB Personnel Policy, Police Department Organic Resolution and Code and Conforming Amendments, and all other applicable rules, regulations, ordinances and statutes.

WORKING CONDITIONS

  • Must be able to travel throughout the State of Michigan or other states when required.
  • Must be able to work days, evenings, weekends and holidays.
  • Must be able to work in all elements of weather.
  • Must be able to work in an element of danger when required.
  • Must be able to work in an office setting when required.

COMMENTS

Native American Preference will apply. Must be able to pass a BIA criminal history background check with no felonies or misdemeanors and a drug and alcohol urinalysis as a condition of employment. Must pass written and psychological exams. Adherence to strict company policy in regard to confidentiality is a must. Compliance with the above is a condition of continued employment.
