Police Captain

Longevity pays $1,500 after 5 years and $2,000 after 7 years provided for stability. Police Officers receive additional $1,500 upon successful completion of Field Training Officer course or probationary period. Police Officers receive $3,000 sign on bonus if employed with police department for 3 years.


SUMMARY

Executive leader of all police services. Responsible for maintaining a constant and effective, viable police force. Appointed position based upon the recommendation of the TMO & Department 2 Manager.

MINIMUM QUALIFICATIONS

  • Must have a high school diploma or GED.
  • Must have MCOLES certification, be certifiable, or be certifiable with a waiver course completed through MCOLES
  • Must possess a minimum of five (5) years' experience as a certified police officer in State of Michigan or other state agency and at least five (5) years of experience in a supervisory position.
  • Must have a valid unrestricted Driver's License and insurable by GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Vested with the powers of a conservator of the peace and provides duties to maintain patrol functions of the department.
  • Serve and execute all criminal and civil process, investigate, interview, call upon any sheriff or police agency for aid and assistance in the performance of any duty imposed by 18 U.S.C. ยง 1151 and consistent with federal and tribal law.
  • Formulates and standardizes rules, regulations and procedures.
  • Maintains law enforcement and prevention services within the GTB jurisdiction twenty-four (24) hours/day, seven (7) days a week.
  • Prepares memos or written reports for additional funding for special operations.
  • Maintains current record of all equipment purchased with Tribal dollars.
  • Responds to in-coming correspondence from other departments and outside vendors.
  • Advises Department Manager of problems and achievements within the department.
  • Coordinates internal investigations surrounding alleged wrongdoing by personnel within Tribal Police Department.
  • Develops and manages confidential informants.
  • Implements the objectives in the contracts and other grants that may be awarded to the GTB Tribal Police Department.
  • Conducts department meetings.
  • Participates in interviewing of police personnel.
  • Assists with grant applications for police department.
  • Prepares written reports on policy department activity.
  • Participates on local boards and committees.
  • Complies with the GTB Tribal Police Department Organic Resolution and Code, and Conforming Amendments to the Police Commission Charter and all other GTB Policies and Procedures required to operate the police department.
  • Performs other duties as assigned by the Department Manager.

  • Develops positive working relationships with outside police agencies.

EDUCATION and/or EXPERIENCE

  • Must have a high school diploma or GED.
  • Must have MCOLES certification, be certifiable, or be certifiable with a waiver course completed through MCOLES
  • Must possess a minimum of five (5) years' experience as a certified police officer in State of Michigan or other state agency.
  • Must have at least three (3) years community policing experience.
  • Must have at least five (5) years of experience in a supervisory position.
  • Must have experience in the workings of County, State and Federal Law Enforcement system.
  • Must have experience preparing department budgets and analyzing fiscal needs of department.
  • Must be able to be certified by the BIA Special Law Enforcement Certification.

DRIVING REQUIREMENTS

Must have and maintain a valid unrestricted Driver's License and be insurable by the Tribe's insurance carrier.

SUPERVISORY RESPONSIBILITIES

  • Supervises Detectives, Sergeant, Police Officers, and Civilian employees assigned to police department.
  • Conducts annual performance evaluations and reviews direct staff goals and objectives regularly to maintain positive work performance.
  • Maintains personnel management skills, certification and training requirements.
  • Must be thoroughly familiar with personnel policies and Tribal Police Department Policies and Procedures that affect personnel, including Organic Ordinance, BIA Regulations and other policies that affect the department.
  • Develops rules and regulations for the governing and operation of the GTB Police Department as deemed necessary to carry out the purposes of the Organic Ordinance. Initiates disciplinary measures on staff, if necessary.
  • Sex Offender Registration and Notification Act (SORNA)/Adam Walsh Act knowledge to be able to enforce and maintain compliance program.

TYPICAL PHYSICAL DEMANDS

  • On-call 24 hours 7 days a week for emergency situations.
  • Able to adjust schedule to work different shifts periodically.
  • State certification as a police officer; must pass physical requirements and weapons qualification.
  • Must be able to work in an occasionally dangerous environment.
  • Must be able to travel within and out of state for training.
  • Must be aware of physical stress related to dangerous situations.

TYPICAL MENTAL DEMANDS

  • Maintains confidentiality of all departmental information at all times.
  • Must be thoroughly familiar with Personnel Policies, Federal Regulations, GTB Tribal Police Department Policies and Procedures, Tribal and State Criminal Codes, Children's Code, Tribal Constitution, Michigan Motor Vehicle Code, and all other applicable rules, regulations, ordinances, statutes and domestic violence code.
  • Must be able to analyze, interpret and reiterate documents pertaining to position/department with staff, co-workers and outside agencies.
  • Must be mentally aware of potentially dangerous situations.

WORKING CONDITIONS

  • Occasionally outside in all weather conditions.
  • Performs administrative duties 50% of the time in a climate-controlled office environment.
  • Must be able to work closely with the Tribal Administration.

COMMENTS

Native American Preference will apply. Must pass an extensive federal criminal and personal background check. Any Giglio/Brady issues will disqualify applicant. Must not have questionable dispositions with or been convicted of felonies or serious misdemeanors. Drug and alcohol urinalysis as a condition of employment. Must pass any written and psychological exams. Must have a reputation above reproach and a great work experience that demonstrates a positive work ethic. Adherence to strict company policy in regard to confidentiality is a must.
