Payroll Administrator

SUMMARY

The Payroll Administrator is responsible for the coordination, processing, and administering the Grand Traverse Band Tribal Government employee payroll and benefit program. In addition, this position is responsible for maintaining employment and payroll records (physical and computerized). Responsible for the education and communication of payroll program and company policies and procedures; required to maintain positive and proactive employee relations; follow strict confidentiality policy. Initiative is required to follow changes through the complete system and to determine effect on interrelated factors. While guidelines are established (company, federal, system etc.) interpretation of information to determine timing, procedure and methods is often required. Performs self-audit of majority of work. Errors or omissions might affect one employee (i.e. payroll error) or the entire company (i.e. audit/investigations).

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Business Administration, Accounting, or closely related field required. *
  • One to three years' experience is required.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Process weekly payroll for 225 + employees.
  • Audit, revise and authorize payment of insurance premiums.
  • Before weekly payroll, prepare all garnishment information (i.e., check requests and/or verify WGPS information, verify weekly time sheets submitted to current payroll roster.
  • Prepare, process and audit weekly payroll, as follows:
  • Prepare all documentation for payroll changes (new employees, rate changes, retro-active calculations, terminations, status changes, benefit deductions, etc.)
  • Input employee maintenance information and changes on Infinium system.
  • Input pay data per documentation (time sheets, etc.)
  • Print payroll data to verify, audit, and balance.
  • Process payroll information to Infinium before prescribed deadline.
  • Input manual checks and check reversal information.
  • Input IRA/401K information quarterly and/or bi-weekly.
  • Investigate and correct all payroll errors. Maintain contacts with various banking institutions.
  • Receive payroll checks, batch according to various departments and distribute.
  • Post cycle to update payroll database.
  • Input 401K deduction codes in accordance with employee enrollment. Develop accumulators as required. Submit deduction reports as required.
  • Review and balance payroll quarterly and at year-end. Monitor and verify all related Infinium reports.
  • Maintain filing systems for time sheets, payroll records, personnel action forms, and all related material.
  • Maintain all credit union, and bank information relating to payroll processing.
  • Update employee databases including Infinium, insurance information and employee files.
  • Maintain time & attendance calendars for all employees
  • Prepare and transmit weekly federal/state and other miscellaneous payments
  • Track and maintain records for vacation, GPT and Traditional time for all employees.
  • Provide department changes, new hires, terminations, promotion, and wage and program information to various departments as needed.
  • Complete verifications of employment forms.
  • Prepare and send weekly work payments from payroll deductions to Newport Group. Verify balances.
  • Prepare check requests for quarterly deductions from payroll for fish and IRA deductions. Calculate tribe's match and submit payment to appropriate agencies. Maintain spreadsheets for calculations.
  • Follow all year-end procedures to produce accurate W-2's. Verify accuracy of year-end figures, purge files, and set up new- year processing and schedules for payroll.
  • Prepare quarterly 941'a/unemployment reports.
  • Prepare monthly CES reports.

OTHER SKILLS AND ABILITIES

  • Must have outstanding written and verbal communication skills.
  • Good time management and organizational skills are critical.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional detail and follow-up skills.
  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, and other Microsoft office products and database applications. Must be proficient with Infinium Payroll Software, Plan Destination for the 401k plan.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Recognizes technical problems or deviations from normal procedure, and confers with immediate supervisor to resolve them after searching precedents to develop a recommended solution.
  • Uses good judgement in interpreting guidelines, in adapting department procedures, or in recommending approaches or solutions for specific problems.
  • Attend all training classes necessary to keep skills updated.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Business Administration, Accounting, or closely related field required. *
  • A combination of related experience and training equivalent to this requirement may be considered.
  • One to three years' experience is required.

SUPERVISORY RESPONSIBILITIES

No supervisory responsibility is required.

EQUIPMENT TO BE USED

General office equipment such as calculators, computers, modem, copiers, fax, phone systems, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Should have corrected normal range of hearing and sight.

TYPICAL MENTAL DEMANDS

The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site regular basis.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
