Lead Occupancy Specialist

SUMMARY

The Lead Occupancy Specialist provides effective management of dwelling units of Grand Traverse Band Housing Department in the 6-county service area. Overall responsibility involves activities such as calculating rents, monthly payments and other charges, day-to-day maintenance of physical properties and tenant and homebuyer relations. Provides oversight and ensures that established Grand Traverse Band Housing Department (GTBHD) and Housing and Urban Development (HUD) rules, regulations and guidelines are compliant.

MINIMUM QUALIFICATIONS

  • High School diploma or GED.
  • Three year of experience in a related field.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintain the confidentiality of tenants and homebuyers housing activities.
  • Receive and review applications, assist and advise applicants of any missing documents as required by policy/procedure.
  • Monitor and maintain the waiting list of applicants for Low Rent, Home Ownership, Elders, Market Rentals and Low-Income Housing Tax Credit (LIHTC).
  • Advise applicants as to the status of their applications.
  • Submit or complete, review and discuss with supervisory staff, background checks and credit history report as relevant to applications.
  • Notify applicant families in writing of their selection from the waiting list.
  • Notify Assistant Housing Manager of any changes, additions, or deletions from the waiting list.
  • Keep administrators informed as the unit status of each project regarding vacancies, move-ins, or status of maintenance schedules.
  • Communicate with tenants, homebuyers, and applicants with relative information to their tenancy, or changes within their leases, or at the direction of the housing manager.
  • Assist with maintenance of tenant files through annual audit, new leases, and post occupancy tasks.
  • Administer the rental assistance program. Receive applications, conduct inspections of privately managed units and maintain database.
  • Administer rental subsidy program. Complete rent calculations to qualify for subsidy.
  • Facilitate the pathways home training for future homebuyers on a monthly basis. Plan, schedule, and implement workshops, summoners, trainings, conferences, etc. for the purpose of providing information to tenants in the area of home financial management; housekeeping, techniques, program, information, or other topics as requested by management of the tenants.
  • Contact and consult tenants to provide assistance or course of action, for the purpose of continuing occupancy is allowed within the act, housing occupancy policies.
  • Maintain current policies, update, and create future policies for rental, homeownership, and other Housing programs
  • Work with applicants regarding move ins/outs of units related to utilities, rent/homeownership accounts, inspection, schedules, and maintenance schedules. Work with tenants, homebuyers, GTB personnel, as well as community members in the development and implementation of activities for social/community/program purposes.
  • Responsible for all tenant account adjustments within HDS.
  • Prepare and submit, monthly accounts receivable, and outstanding payments owed to GTB housing.
  • Other duties as assigned by supervisor.

  • Must have outstanding written and verbal communication skills.
  • Good time management and organizational skills are critical.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional detail and follow-up skills.
  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, Outlook, Power Point, and other Microsoft office products and database applications.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Must be able to deal with difficult people without losing perspective.
  • Ability to effectively establish priorities and meet deadlines.
  • Must have basic knowledge of business and accounting systems and methods.
  • Must have general knowledge of applicable laws, regulations, rules, procedures, and administration is required.

EDUCATION and/or EXPERIENCE

High School diploma or GED certificate. Associates Degree in Business, Secretarial Sciences, and Administrative Services preferred, or equivalent experience and education as determined by the Department Manager. One year of experience in a related field.

OTHER REQUIREMENTS

  • Must maintain the highest level of confidentiality on all matters pertaining to the present and perspective tenants of the Grand Traverse Band Housing Department.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.
  • Must have appropriate endorsement for all vehicles required for operation in the performance of duties.
  • Must complete Program Directors Training within one year of hire date.
  • Must complete the Certified Resident Services track through National American Indian Housing Council (NAIHC) within two years from date of hire.

EQUIPMENT TO BE USED

General office equipment, such as computers, calculators, modem, fax machine, phone system, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, reaching, walking, bending, stretching, kneeling, crawling, carrying, and may be required to lift up to 25 lbs. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Should have corrected normal range of hearing and sight.

TYPICAL MENTAL DEMANDS

Must be able to effectively handle stressful and compromising situations, while remaining focused and professional. Must be able to deal with difficult people without losing perspective. Must be able to work productively under strict time restraints with variable deadlines. Must be able to make quick, informed decisions.

WORKING CONDITIONS

Setting is inside a multi-person office environment, but it is important to realize that some of the work requires you to travel to the other offices in the six county service area, and that you are expected to go on-site on a regular basis.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
