SUMMARY

The Human Services Department Manager is responsible for the financial daily operations and supervision of Human Services, Anishinaabek Family Services, and the Behavioral Health (BH) Program. Develop standardized policies and procedures, prepares budgets, analyzes financial performance, and Third-Party billing revenue from insurance companies and interagency reimbursements when applicable. The Human Service Department Manager will ensure optimal program efficiency and productivity.

  • MINIMUM QUALIFICATIONS
  • Bachelor's Degree in Business Administration or Business Management.
  • Three years of experience in human services or social worker supervision/managerial role preferred.
  • Must have a valid unrestricted Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintain patient confidentiality as per Health Insurance Portability and Accountability Act (HIPAA) of 1996 and complete HIPAA compliance training.
  • Responsible for the financial management of Human Services, Anishinaabek Family Services and the Behavioral Health Program. Provides administrative supervision regarding the financial overview of all direct services,
  • Support the mental and physical health care of patients on an assigned patient caseload. Closely coordinate care with staff, the patient's medical provider and, when appropriate, other mental health providers.
  • Prepare summary reports for all department programs to Tribal Manager and Tribal Council
  • Manage and coordinate department's objectives and goals for future development and growth.
  • Must confer with appropriate regulatory and accrediting bodies, along with applicable regulations governing health care delivery.
  • Responsible for Commission on Accreditation of Rehabilitation Facilities (CARF) Accreditation for GTB Behavior Health Services.
  • Ensure applicable staff is registered and licensed with State of Michigan.
  • Ensure staff is trained in HIPAA requirements. Manage and coordinate staff meetings as required.
  • Establish work priorities and assignments within the department.
  • Participate in the development and implementation of ordinances, regulations and grant guidelines/objectives.
  • May also be responsible for providing or coordinating crisis or emergency services, and interventions.
  • Prepare, develop and implement one and five year plans based upon input received from Tribal Manager, Tribal Council and from program activity.
  • Direct the formulation and implementation of program changes as required through the staff.
  • Responsible for the preparation of budgets and allocation of funds, reviews of departmental budget estimates, familiarity with program operations, procedures and discussion with staff.
  • Approve internal policies and operational changes within authority granted.
  • Collaborate with other GTB departments, outside agencies and organizations to maximize the department's contribution in terms of operational effectiveness, service and support to the community and public served.
  • Initiate, via tribal and local media channels, a viable information awareness program detailing programs and services.
  • Responsible for creating a plan of action and implementation process for grant funds awarded to Human Services, Anishinaabek Family Services and Behavioral Health Program.
  • Analyze workload, the achievement of objectives and goals, total cost of each program, quality of performance, community/public response and satisfaction (or marginal impact, if any), etc., and determine/suggest corrective action(s) as needed.
  • Complete factual assessments and determine program shortcomings (if any), their underlying causes, and determine measures required to preclude their recurrence.
  • Oversee the budget preparation involving all operational activities of the department.
  • Complete timely, in-depth fiscal reviews of each program with the appropriate program/activity supervisors.
  • Requires comprehensive knowledge and proficiency of the Resource and Patient Management System (RPMS) BH applications, assists staff in its efficient use, and provides leadership in its full implementation. Incorporates the use of the RPMS BH Application to foster improvement in patient care and performance measures (e.g. GPRA measures) Manage all phases of operations in the sub-departments through analysis and evaluation of operating reports, accounting statements, and budgets.
  • Evaluate for merit all recommendations and/or criticisms received and direct appropriate adjustments or changes or elevate concerns to appropriate level.
  • Participates as a member of the multidisciplinary team providing a comprehensive continuum of care to clients. Communicates with other members of the team to ensure continuity of care, coordination of services, and quality of client services.
  • Establish necessary internal controls and safeguards to protect Government-owned resources against fraud, waste, and abuse.
  • Provide assistance and direction to staff in preparing programming actions that ensure uniformity and consistency in carrying out policy and operational activities.
  • Maintain liaison with social and special service-related organizations.
  • Attend and/or ensure proper department/tribe representation at meetings that relate to programs within each sub-department.
  • Ensure that the department's budgetary goals are achieved providing programs that are cost effective and financially self-sufficient.

OTHER SKILLS AND ABILITIES

  • Must have CARF accreditation experience and be able to obtain.
  • Must have outstanding written and verbal communication skills.
  • Excellent time management and organizational skills are critical.
  • Excellent interpersonal skills as demonstrated in the seven grandfather teachings.
  • Exceptional detail and follow-up skills.
  • Must be able to communicate using written, oral and computer/technological methods.
  • Work requires computer literacy, preferably in Windows, Word, Excel, Power Point, Outlook, RPMS, Adobe Pro, accounting software, etc.
  • Advanced proficiency in leadership and management skills and techniques.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Basic knowledge of business, budgeting, accounting, purchasing and planning.
  • Advanced knowledge of applicable laws, regulations, rules, procedures, and administration is required.
  • All other job duties as assigned.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Business Administration or Business Management.
  • Successful completion of Program Director's Training within one year from the date of hire.
  • Three years of experience in human services or social worker supervision/managerial role preferred.
  • Two years of experience with federal program management preferred.
  • Must have CARF Accreditation experience.

DRIVING REQUIREMENTS

  • Must have and maintain a valid unrestricted Driver's License and insurable by the GTB insurance carrier.

SUPERVISORY RESPONSIBILITIES

Exercises full, direct supervisory authority for staff. Responsible for the overall direction, coordination, and evaluation of the subordinate work unit. Plans the work, sets priorities for completion, and assigns work to staff. Evaluates staff performance and advises, counsels, and instructs them on work and administrative matters according to established policy and procedure.

EQUIPMENT TO BE USED

General office equipment: computer, printer, fax machine, calculator, cell phone, telephone, copy machine, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and occasionally lifting objects (up to fifty pounds). Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.

TYPICAL MENTAL DEMANDS

Nature of work requires judgment in identifying and selecting the most appropriate procedures to use. Efficiency and attention to detail will be held to the highest degree. Specific deadlines may be set in order to fulfill requirements; ability to prioritize is essential. The complexity and responsibility inherent in this position requires the candidate to be able to perform independently, calmly and decisively, in response to the demands of the position and with above average ability.

WORKING CONDITIONS

Majority of the work will be conducted in an office environment; however, it will be important for the Human Services Department Manager to create working relationships with all sub-departmental staff. On-site visits to each sub-department will be required, including occasional field work, to stay abreast on current issues. Air travel required periodically.

COMMENTS

Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
