SUMMARY

Develops policies and procedures for the effective management of the Human Resources Department and for all Grand Traverse Band governmental departments. Directs, is responsible for, and coordinates human resources activities such as compensation and classification, Native American/Tribal Preference program, employee relations, recruitment, selection, and retention. Assesses training needs and implements training systems to ensure that all employees have the necessary skills to successfully perform their jobs. Assist managers and supervisors in the critical areas of employee coaching, performance appraisal, and discipline.

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Human Resources, Business Administration or related field, or equivalent related experience.
  • Microsoft Office experience.
  • Five (5) or more years of experience as HR Generalist or similar experience.
  • Valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop and implement an overall management plan for the Human Resource Department that identifies clear strategies, products, services and structure to accomplish goals and deliver outcomes that provide measurable added value to the Grand Traverse Band.
  • Supervises, develops, coordinates, and directs personnel activities including, but not limited to, recruiting, selection, training, compensation, benefits, employee relations, position classification, performance evaluation, workers compensation, occupational safety and performance management functions.
  • Exercises leadership in the development of expertise in human resource administration within the offices and enterprises.
  • Responds to and resolves employee concerns regarding tribal government benefits programs; advises, approves or denies requests.
  • Inform, advice, and counsel management on trends and current developments in the field of employee benefits programs.
  • Develop and coordinate grievance and performance management programs designed to minimize and mediate workplace disputes, and to foster a positive and productive work environment.
  • Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
  • Consults legal counsel to ensure that policies comply with tribal and federal law. Studies legislation, arbitration and court decisions to assess industry trends. Reviews current publications and conducts research on personnel laws and issues.
  • Evaluates departmental procedures to streamline and/or automate processes, improve customer service, reduce paper-flow, and improve human resources data management; plans and implements changes as required.
  • Write and deliver presentations to Tribal Leaders and Managers regarding Human Resource policies and practices. Directs the preparation and maintenance of such reports as are necessary to carry out functions of the HR department. Prepares periodic reports to top management, as necessary or requested.
  • Develops and manages annual budgets and performs periodic cost and productivity analyses.
  • Develop and implement benchmarking techniques that creates standards of performance by position which can be used as a reference point when evaluating performance and projecting employment needs.
  • Maintain highest level of confidentiality of all matters involved with clients, staff and all related records. Establishes and maintains central personnel records of all employees in the Tribal Government service. Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
  • Other duties as assigned that relate to the overall coordination of events affecting HR practices.

  • Comprehensive knowledge of the principles and practices of human resource management and the laws and policies governing its application, organization and operations of the Tribal Government, and principles and functions of general management.

EDUCATION and/or EXPERIENCE

Bachelor's Degree in Human Resources, Personnel Administration, Business Administration, or a related field and a minimum of three (3) years' recent experience, preferably at a management level. Experience in a Tribal organization is desirable. Well-rounded HR background with broad knowledge of employment, compensation, organizational planning, employee relations, training and development and benefits. Well-developed administrative skills. Strong management skills - principles and people.

SUPERVISORY RESPONSIBILITIES

Manages subordinate supervisors in the Human Resources Department including: Risk Manager, HR Generalist, HR Employment Coordinator, 477 Program Coordinator and HR Assistant. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include; interviewing, hiring, and training employees, planning, assigning, directing work, appraising performance, rewarding and disciplining employees, addressing complaints, and resolving problems. Must utilize the participative management style - advocate of team concept.

PERSONAL CONTACTS

Frequent contacts with departmental managers to explain and promote various human resource policies and goals; vendors, officials in MI state agencies, federal agencies and oversight boards to obtain guidance and exchange program information; Tribal Court, and various employee advocacy groups on issues of employee relations. Regular contact with the Tribal Manager's Office to provide information and consult on human resource matters and with the general public to answer questions on the human resource program.

TYPICAL PHYSICAL DEMANDS

High energy level, comfortable performing multifaceted projects in conjunction with day-to-day activities. Travel throughout the six-county service area required. Typically sit at a desk or table; Occasionally walk, stand, or stoop; Occasionally lift, carry, push, pull or otherwise move objects weighing up to 30 pounds; Work for sustained periods of time maintaining concentrated attention to detail.

TYPICAL MENTAL DEMANDS

Performs work of unusual difficulty which requires organizing and directing a large staff of human resource professionals who serve as specialists in the human resource functional areas. Advises tribal government on all human resource issues, develops human resource policies, and interprets tribal and federal human resource policies to management and other employees.

WORKING CONDITIONS

The HR Manager will have the opportunity to manage in an exceptionally complex environment, requiring political acumen, integrity, and the ability to engender trust and good will within Tribal Government. The complexity is due not just to the organization's size and to governing law, it is due also to factors as varied as the Grand Traverse Band's many different funding sources (federal money, grants, contracts, gift funds, endowments, and enterprises), its ethnically diverse work force, and the many different levels of employee representation. The Director will be expected to provide human resources leadership in a multi-dimensional organization.

REASONING ABILITY

Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Skill in analytical problem solving. Ability to deal with a variety of abstract and concrete variables. Must be able to use reasoning ability in crisis and stressful situations.

OTHER INFORMATION

The HR Manager will be expected to employ a high degree of originality, creativity and innovation. This will be especially true in the joint development and implementation of programs to support organizational development and staff training. Even the execution of ministerial functions, such as classification or recruitment, will require innovative and imaginative approaches to the solution of problems that are no longer well served by the traditionally rigid principles of the public sector. In defining positions that may not have previously existed, the Director will employ creative methods to find, hire, and retain staff for work that is in a state of continuous change. Results and people oriented, but have sound judgment - ability to balance other business considerations. Service oriented, but assertive/persuasive.

COMMENTS

Native American preference will apply. Must be able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
