Human Resource Generalist

COMMITMENT TO TRIBAL MEMBERS SERVICE

Service encompasses all aspects of the Grand Traverse Band of Ottawa and Chippewa Indian's governmental operations. Every employee shares the responsibility to provide exemplary service, dignity, and respect to all Tribal Members, Tribal Council, and staff members. To this end, all employees have an obligation to identify and report any service problems, issues, or concerns and through designated channels, initiate, recommend, and actively participate in solutions.

SUMMARY

Primary responsibilities include, but are not limited to, completion of special projects, general HR support and topic specific training. In addition, assist with investigating decisions, allegations, complaints, actions, and other matters impacting government employees. Additional responsibilities will be to administer employee benefits and HR staff in the completion of daily tasks including but not limited to: benefit enrollment, maintenance and updating of all employee fringe benefits. This person will also be the key person when updating computer system software and will be the lead in assisting staff with open enrollments and any benefit questions such as 401K, Medical Leave, Medical, and other insurances.

MINIMUM REQUIREMENTS

  • Bachelor's Degree in Human Resources, Business Administration or related field, or equivalent related experience.*
  • Valid Michigan Driver's License and be insurable by the GTB insurance carrier.
  • Microsoft Office experience.
  • Two (2) or more years of experience as HR Generalist or similar experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Work closely with the Benefits & Insurance Director.
  • Track and process new employee enrollments of all fringe benefits such as health, dental, and prescription, life insurance, STD, LTD, 401K and AFLAC.
  • Maintain strict code of confidentiality at all times especially in regards to private health information (PHI).
  • Review all Personnel Action Forms to ensure employees are current with appropriate benefits.
  • Maintain logs and submit status reports to supervisor on a weekly basis.
  • Review, analyze, investigate and submit report of injury to Workman's Compensation carrier when appropriate. Maintain communication with employees and managers to assist with follow up Doctor's appointments and any restrictions.
  • Assist with the execution of all COBRA, HIPAA and Medical Leave of Absence policies/guidelines to ensure strict adherence to policy.
  • Maintain; organize employee benefit files for all current/terminated employees.
  • Monitor and maintain all required information booklets/sheets for employee benefit programs.
  • Actively participate with company safety policies/procedures and assist with the maintenance of said policies/procedures.
  • Maintain, prepare and distribute benefits correspondence.
  • Audit all insurance deductions entered into the system on a weekly basis and send report to Benefits & Insurance Director and HR Manager.
  • Assist with the implementation and ongoing maintenance of all human resources policies and procedures relative to recruitment.
  • Creates and maintains applicant databases and filing systems; separates GTB applicants for increase tracking capabilities.
  • Enter data into assigned HR Logs and software program categories.
  • Update internal job posting and coordinate external advertising, when the HR Employment Coordinator is not available.
  • Confer with management and supervisors to identify personnel needs, job specifications, job duties, qualifications and skills.
  • Conduct or assist with new hire orientation and required trainings such as harassment.
  • Assist HR Manager with special projects such as GTB member succession planning and GTB member employment evaluations/follow up.
  • Administers employment policies properly and consistently.
  • Compile data for weekly/monthly activity reports to management. May present information to a variety of audiences including Supervisors, Department Managers, and Tribal Council and/or GTB community members.
  • Develop and conduct training courses for GTB member preference candidates that cover such topics as: "How to create an effective resume or application; Interviewing Tips/Techniques; Career Paths; and Meeting Minimum Requirements."
  • Assist in proposing, facilitating and conducting GTB member job fairs and career workshops.
  • Build and maintain good working relationships with the various Governmental departments.
  • Ensure compliance with all legal requirements.
  • Work independently and maintain high level of confidentiality.
  • Learn from, and be a part of, an experienced and collaborated team.
  • Be response person for general questions and inquiries outside parameters of the support staff.
  • Enhance professional growth and development through seminars, workshops to keep abreast of latest trends in the recruitment field.
  • Conduct internal investigations of particularly serious employee allegations of negative work place conditions.
  • Participate in and assist with interviews as needed.
  • Special projects as assigned by supervisor.

  • Must have outstanding written and verbal communication skills.
  • Good time management and organizational skills are critical.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional detail and follow-up skills.
  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, Access, Outlook, Power Point, and ID Point, the Internet or other computer programs.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Able to effectively establish priorities and meet deadlines.
  • Familiarity with standard recruitment practices and procedures, governmental regulations and complex organizational structures.
  • Ability to independently manage multiple small projects, and yet be goal oriented.
  • Must possess the ability to interact with all levels of Tribal Government, as well as job applicants.
  • Be hard working, self-motivated, and interested in working in a team-oriented environment.
  • Must display a high degree of emotional maturity while keeping difficult situations in proper perspective.
  • Be flexible, able to resolve problems, handle conflict and make effective decisions under pressure.
  • Must have ability to make independent decisions based upon GTB policy.

EDUCATION and/or EXPERIENCE

Bachelor's Degree in Human Resources, Business Administration or related field * and two (2) or more years of HR Generalist or similar experience required.

DRIVING REQUIREMENTS

Must have a valid Michigan Driver's license and be insurable by the GTB insurance carrier.

TYPICAL PHYSICAL DEMANDS

  • While performing the duties of this job, the employee is regularly required to talk or listen.
  • The employee is occasionally required to sit, stand and walk.
  • The employee must occasionally lift and/or move up to 25 pounds.
  • Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is in the offices of the various properties and that you are expected to go on-site on a regular bases.

COMMENTS

Native American preference will apply. Must be able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
