HTWC Case Manager/Peacemaker

* The Healing to Wellness Court Case Manager/ Peacemaker is a grant funded position; therefore, the duration of this position is subject to the guidelines outlined in the grant.

SUMMARY

The Healing to Wellness Court Case Manager will assist the Healing To Wellness Court ("HTWC"), which is one of the Tribal Court's diversionary programs, in activities that relate to adult offenders wherein substance abuse is a factor that caused the offender to come before the Tribal Court and are therein referred to the HTWC as part of a new three year (3 yr.) Coordinated Tribal Assistance Solicitation (CTAS) grant under Purpose Area 3 (PA 3).

MINIMUM QUALIFICATIONS

  • Associate Degree in Criminal Justice, Paralegal, Business, Administrative Services, or other degree with equivalent work experience.
  • Tribal Program Director training or ability to obtain said training within six (6) months of employment.
  • New World training or ability to obtain training within sixty (60) days of employment.
  • Civil or Domestic Mediation Certification (40 hr. course) or ability to attain certification within six (6) months of employment.
  • MRT Certification or ability to attain certification within six (6) months of employment. Conduct MRT sessions with clients. Note that MRT is a treatment strategy that seeks to decrease recidivism among adult clients by increasing moral reasoning.
  • Excellent knowledge of applicable laws, regulations, rules, policies, procedures and administration.
  • Must have a valid Michigan Chauffer's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Meet the goals, objectives, and activities of the project as defined in the grant application and described below consistent with the project budget and timeline, fiscal guidelines, and staffing resources.
  • Assist the HTWC in complying with requirements of the CTAS PA 3 grant that includes but is not limited to: being a member of the HTWC Team, providing valuable input to the HTWC Team as to recommendations for incentives/sanctions or successful/unsuccessful completion of the program, and monitoring the client as he/she progresses through the HTWC program.

CASE MANAGER DUTIES

  • Perform all Tribal Program Director related duties associated with the CTAS PA 3 grant and ensuring the grant is in compliance with funding agency and Tribal requirements.
  • Assist in the investigation and preparation of dispositional and/or sentencing recommendations to HTWC of all cases involving adult offenders.
  • Assist in the monitoring and supervision of the dispositional and/or sentencing orders of the HTWC which includes: preparing hearing files, writing recommendations, and filing petitions for probation violation hearings for the HTWC that includes creating and issuance of notices, orders and other HTWC documents. .
  • Provide supportive, preventative and supervisory counseling to all individuals placed on probation or for clients in the HTWC.
  • Schedule case review hearings for juvenile and adult offenders, which includes advising the HTWC on compliance or noncompliance of a HTWC Order..
  • Inform HTWC clients and their families, if applicable, about the cost, constraints and responsibilities of maintaining electronic monitoring equipment. Provide installation services in the HTWC client's home. Communicate with the tethering agency and assist law enforcement in monitoring the actions of the HTWC client.
  • Assist in providing supervision and transportation of adult offenders to incarceration, treatment, and/or other facilities.
  • Assist in providing effective community service opportunities and monitoring for clients who are required to perform community service.
  • Work closely with outside agencies (Law Enforcement, Protective Services, FIA, Schools), courts (state, local and tribal) and tribal programs that provide client services.
  • Other duties as assigned.

PEACEMAKING DUTIES

    • Familiarity with the Core Routines that may include but not be limited to: sit-spots, talking circles, reflections on nature in written journals, learn to make a fire without modern tools commonly used in today's society, making traditional crafts, and the use of Native American arts.
  • Conduct peace making sessions, follow up services, paperwork and maintenance of manuals and forms
  • Ensure clients progress through the Core Routines that may include but not be limited to: sit-spots, talking circles, reflections on nature in written journals, learn to make a fire without modern tools commonly used in today's society, making traditional crafts, and the use of Native American arts.
  • Conduct MRT sessions to decrease recidivism among adult clients by increasing moral reasoning.
  • Schedule meetings for Mnaweejeendiwin (Peacemakers) in collaboration with the judge and/or HTWC Team.
  • Attend meetings with the judges and HTWC Team to update them on Mnaweejeendiwin (Peace Making), Core Routines and MRT progress of the clients.
  • Document case activity and case information.
  • Maintain paperwork involving Mnaweejeendiwin, Core Routines and MRT.
  • Educate people on the Mnaweejeendiwin (Peacemaking) process, Core Routines and MRT.
  • Assist clients and their families to resolve conflict, both inner conflict and personal conflict throughout the communities.
  • Meet with traditional people to discuss common traditions to help the community.
  • Be a visible and positive role model in the community.
  • Provide resolution of disputes by using mediation and arbitration techniques upon referral by the HTWC.
  • Undergo ongoing training in peacemaking and alternative dispute resolution, in addition to Core Routines and MRT that may be in addition to normal office hours.
  • Attend HTWC hearings as the court recorder when directed by the judges and/or HTWC Team.
  • Other duties as assigned.

OTHER SKILLS AND ABILITIES

  • Must be willing to travel for training, education or conferences whether in-state or out-of-state.
  • Must be able to work on HTWC sessions when scheduled in the evenings or Saturdays.
  • Be on-call certain evenings and weekends for emergency calls.
  • Ability to maintain judicial confidentiality and impartiality a must.
  • Must possess a basic understanding of the Tribal Court and HTWC functions.
  • New World training or ability to obtain training within sixty (60) days of employment.
  • Excellent knowledge of applicable laws, regulations, rules, policies, procedures and administration.
  • Must have outstanding written and verbal communication skills.
  • Work requires computer literacy, especially in Windows, Word and Excel.

  • Familiarity with the Core Routines that may include but not be limited to: sit-spots, talking circles, reflections on nature in written journals, learn to make a fire without modern tools commonly used in today's society, making traditional crafts, and the use of Native American arts.

  • General knowledge of applicable law, regulations, rules, policies, procedures and administration is required.

DRIVING REQUIREMENTS

  • Valid Michigan Driver's license and be insurable by the GTB insurance carrier.
  • Current Michigan Chauffer's License or ability to obtain said license within 30 days of employment.

SUPERVISORY RESPONSIBILITIES

No supervisory responsibility is required.

EQUIPMENT TO BE USED

General office equipment; calculators, computers, modem, copiers, fax, phone systems, etc. in addition, tether equipment, handcuffs/belly chains, digital camera and PBT machine.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting up to fifty pounds. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.

TYPICAL MENTAL DEMANDS

Will routinely be involved in conflict resolution, problem solving, mediation, and discussions with all levels of the organization. Required to be other centered and resolution focused. Must set aside personal considerations and render objective findings and resolutions in often complex human circumstances.

WORKING CONDITIONS

Some deadlines involved, so there is time pressure on occasion. Local travel to various properties in a forty-mile radius is involved, as well as out of town, overnight travel on occasion is required. Although primarily an 8-5 job, one must be flexible and willing to work the occasional evening, weekend, or holiday. A good deal of work is performed in an office environment, but it is important to realize that some of the work is in the community and other agencies. Must be willing to travel and provide transportation services to clients.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Extreme confidentiality must be adhered to at all times due to access of such private and personal client information as well as adherence to strict company policy.
