Grants and Contracts Coordinator

SUMMARY Responsible for administration, monitoring and implementation of grants and contracts. To be responsible for establishing and operating a monitoring system for Tribal grants and contracts. To assist and train staff in the modification of contracts and reporting requirements. Work with department managers and program directors on the development and implementation of baseline measures and databases. Assist with the preparation of all narrative reports, participate in and facilitate financial analysis and coordination of programmatic activities and other tribal functions.

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration required. Associates Degree required.
  • Must have at least three years of professional experience in the management or administration of federal, state or tribal grants.
  • Must have experience in budgeting or accounting.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participate and/or conduct meetings with management, legal counsel, and staff as needed for administration and implementation of Tribal and governmental operations.
  • Review the needs statements, narrative reports and other correspondence to funding agencies.
  • Conduct the review, research and evaluation and perform assessments on grants and contracts and conduct program reviews with department managers, OMB and program directors.
  • Assist with reviewing and providing technical assistance to program directors related to modifications, scope of work, budget forecasting, budget requests and baseline measures.
  • Monitor programs to ensure all Department managers submit narrative reports timely. Ensure that programs are meeting program objectives and maintaining the financial integrity of each program in their department.
  • Work with OMB in developing a system of financial control and programmatic monitoring of all programs by reviewing the expenditures, revenues on a monthly basis.
  • Coordinate and develop policies, codes, and regulations to enhance programs efficiency and services provided to the membership.
  • Assist with the review and analysis of the self-governance funding allocation to Tribal programs.
  • Participate in the review and evaluation of the annual budgets and needs statements.
  • Work with the Self-governance office to provide workshops and training to staff on self-governance history and legislation.
  • Develop a reporting requirements prompt system to ensure narrative reports are submitted timely by all Department Managers.
  • Participate in the Tribal Budget process as part of OMB per the Appropriations Act.
  • Assist self-governance with the preparation of program waivers for efficient program implementation.
  • Periodically review and recommend revisions to the tribal grants management manuals as needed.
  • Develop, schedule, and maintain Program Director training sessions for current and prospective program directors.
  • Develop and maintain a database file that contains all essential grant and contract information.
  • Coordinate the "mid year review" process as stipulated by the GTB Appropriations Act.
  • Provide guidance and technical assistance to tribal department management in the administration of grants and contracts.
  • Assist in the close out of grants and contracts.
  • Assist accounting with Financial Reports, as needed.
  • Provide the tribal management and the Tribal Council with periodic reports on grant and contract activities and success in meeting their respective goals and objectives.
  • Assist the program compliance coordinator with compliance monitoring.
  • Other duties as assigned by your supervisor.

OTHER SKILLS AND ABILITIES

  • Must have outstanding written and verbal communication skills.
  • Excellent time management and organizational skills are critical.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional attention to detail and follow-up skills are required.
  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, and other Microsoft office products and database applications.
  • Extensive knowledge of federal, state and tribal grant and contract rules and regulations.
  • Excellent math skills.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Uses good judgement in interpreting guidelines, in adapting department procedures, or in recommending approaches or solutions for specific problems.
  • Knowledge of budgeting and accounting.
  • Knowledge of the principles and practices of business organization and management.
  • Ability to research, analyze, and evaluate proposed programs and expenditures.
  • Ability to work with large amounts of data, interpret financial records, detect errors, and prepare financial reports.

EDUCATION and/or EXPERIENCE

SUPERVISORY RESPONSIBILITIES

No supervisory responsibility is required.

EQUIPMENT TO BE USED

General office equipment such as, calculators, computers, modem, copiers, fax, phone systems, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Should have corrected normal range of hearing and sight.

TYPICAL MENTAL DEMANDS

The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site regular basis.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
