SUMMARY

The Gaming Regulator is responsible for the oversight of all day-to-day matters pertaining to the Gaming Regulatory Department, including Background Investigations, Vendor Investigations, Internal Auditing, Compliance Monitoring and Surveillance. This position is responsible for maintaining open lines of communication with the gaming operations, gaming commission staff, and the gaming commission as well as the Tribal Manager. The Gaming Regulator is the liaison between the Tribal Gaming Commission and the gaming operations as well as other regulatory bodies at the local, state, and federal levels. The Gaming Regulator is an employee of the Grand Traverse Band of Ottawa & Chippewa Indians Government and is assigned to the Tribal Gaming Commission to assist with the Gaming Regulatory functions of that department and monitoring the gaming activities of the casino. In addition, the Gaming Regulator is responsible for overseeing the overall functions of surveillance in monitoring gaming activities of the casino.

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Business Administration, Business Management, Finance, Accounting or related field is required.
  • Must possess detailed knowledge of GTB Gaming Code.
  • At least five years of experience in background investigation, compliance monitoring, internal auditing and gaming vendor/non-gaming vendor is required.
  • At least two years of management experience is required.
  • Must have a valid Michigan Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Maintain open communication with the Tribal Council, Gaming Commission, EDC Board, CEO, General Manager, Executive Management, All Department Managers, Tribal Government, etc.
  • Oversee the day-to-day operations of the Regulatory Department, determine and execute short, intermediate and long-term goals for Regulatory, especially as it pertains to the evolving gambling rules and regulations, development of polices/procedures and standards and continued training.
  • Must have a clear understanding of each department's policies and procedures as well as the Tribal TICS. Must have investigative training in handling complex cases.
  • Maintain in depth knowledge of all departmental operations.
  • Carry out the licensing authority conferred in 418(p) in the Grand Traverse Band Code and in accordance with 603 in the GTB Code.
  • Carry out the Regulator functions conferred in 418(a) in accordance with 415(c) in the GTB Code.
  • Perform the role as the liaison between the Tribal Gaming Commission, NIGC, the State, and the gaming operations.
  • Update and maintain all compliance issues including but not limited to multi-media, gaming device, shipping notifications, and gaming employees and vendor licensing.
  • Review all Compliance Reports and GLI as well as other laboratory standards.
  • Ensure that all Compliance and Audit Reports receive due attention from the EDC Executive Management, and affected departments.
  • Review Background Investigation Reports and assist the Tribal Gaming Commission with determination of suitability to issue or deny a gaming license to an employee, contractor or vendor.
  • Work closely with Background Investigation to assure that all Tribal, State, and Federal rules, regulations, and, standards are being met or exceeded as they pertain to background investigations for Gaming.
  • Maintain a working knowledge of Tribal, State, Federal and NIGC guidelines.
  • Regulate the day-to-day gaming activities within the jurisdiction of the Tribe at the direction of the gaming commission.
  • Work closely with Surveillance in monitoring gaming activities of the casino and/or other specified areas related to surveillance.
  • Implement adherence to GTB personnel policies.
  • Attend applicable meetings with management as necessary.
  • Promote the full and proper enforcement of all applicable tribal gaming laws, internal controls and policies.
  • Provide monthly written reports to the GTB Gaming Commission that contains findings and recommendations for improvement and changes of the gaming operations as they relate to compliance requirements.
  • Conduct investigations as requested by customer disputes, the GTB Gaming Commission, or the Grand Traverse Band Tribal Council.
  • Monitor the progress of Internal Audits for adherence to the Audit Plan and assist the Internal Auditor(s) with adjusting the Audit Plan to include areas of concern.
  • Ensure that audit results are communicated to senior management, the Gaming Commission, and/or the EDC Board of Directors/Audit Committee, as appropriate.
  • Monitor and publish applicable changes in the laws and reporting requirements that affect the gaming environment.
  • Ensure that the Internal Auditor(s) are utilizing the NIGC MICS Checklists and Worksheets as well as other developed work papers to compile support for the findings in keeping with General Accepted Auditing Standards (GAAS) as well as the standards promulgated by the Institute for Internal Auditors (IIA).

OTHER SKILLS AND ABILITIES

  • Must have outstanding written and verbal communication skills.

  • Exceptional detail and follow-up skills.
  • Work requires proficiency in computer literacy, preferably the Windows operating systems, and use of other computer software. Must have knowledge of MS Access database applications and ability to import and export files into and out of this database format.
  • Must possess detailed knowledge of the GTB Gaming Code.
  • Must possess detailed knowledge background investigation techniques, compliance monitoring, auditing, and gaming vendor/non-gaming vendor.
  • Must have knowledge of the Security Exchange Commission 10K and 8Q Financial Forms and Statements.
  • Must have knowledge of the Business Structure, know the difference between public and private corporations, and know what the differences is between Proprietorship, Partnership and Corporations, LLP's, LLC's, and Holding Companies.
  • Display leadership quality and the ability to manage all situations.
  • Must be able to manage departmental budget and control labor and expenses.
  • Must have knowledge of networking with Tribes and State Gaming Agencies.
  • Must have knowledge of the Johnson Act.
  • Must be able to read and understand financial statements.
  • Advanced knowledge of applicable laws, regulations, rules, procedures, and administration is required.
  • Multi-task oriented.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Advanced knowledge of casino, slot, and table game control functions.
  • Ability to effectively establish priorities and meet deadlines.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Business Administration, Business Management, Finance, Accounting or related field required.
  • A Master's Degree is preferred.
  • At least five years of experience in background investigation, compliance monitoring, internal auditing and gaming vendor/non-gaming vendor is required.

SUPERVISORY RESPONSIBILITIES

  • Direct supervision of the surveillance, compliance, internal auditing, background investigations staff and Administrative Staff.
  • The Gaming Regulator will be responsible for ensuring staff within the respected department adheres to GTB Policies (i.e. enforcement of personnel policies).
  • Responsible for the overall direction, coordination, and evaluation of the subordinate staff.
  • Plans the work, sets priorities for completion, and assigns work to subordinates.
  • Evaluates subordinates' performance and advises, counsels, and instructs them on work and administrative matters according to established policy and procedure.
  • Determines and takes disciplinary action as required, consistent with established policies and procedures, and/or laws.

EQUIPMENT TO BE USED

General office equipment, such as calculators, computers, modem, copiers, fax, phone systems, etc.

TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting up to fifty pounds. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Regularly requires verbally expressing or exchanging ideas of important instructions accurately, loudly, or quickly.

TYPICAL MENTAL DEMANDS

The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and there is an expectation to be on-site on a regular basis.

COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
