Facilities Department Manager

SUMMARY The Department Manager is responsible for the management and supervision of all sub-departments within Department 4. Department 4 consists of: Automotive, Communications, Facilities Maintenance, and Public Works. The Department Manager will administratively oversee and coordinate the sub-department's programs and be responsible for contract reporting requirements and budgeting for each sub-department. The Department Manager must have a strong maintenance background.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Must have working experience of business, budgeting, accounting, purchasing and planning.
  • Prepare summary reports for all sub-department programs to Tribal Manager and Tribal Council.
  • Manage and coordinate sub-department's objectives and goals for future development and growth.
  • Manage and coordinate staff meetings as required.
  • Establish work priorities and assignments within the sub-department.
  • Participate in the development and implementation of ordinances, regulations and grant guidelines/objectives.
  • Coordinate sub-department efforts with outside agencies and organizations and represent GTB on behalf of sub-departments.
  • Prepare, develop and implement one and five year plans based upon input received from Tribal Manager, Tribal Council and from program activity.
  • Recommend new programs to sub-department supervisors, modify or recommend termination of existing programs based on effectiveness and community needs.
  • Direct the formulation and implementation of program changes as required through the subordinate staff.
  • Allocate and reprogram resources within each sub-department as required to accommodate changing conditions.
  • Establish accountability and responsibility within each sub-department and achieve an equitable distribution of appropriate organizational resources through changes in the structure and alignment of functions.
  • Redefine and prioritize sub-departmental requirements and resources.
  • Approve internal policies and operational changes within authority granted.
  • Arrange meetings with supervisors and the Tribal Manager to determine and coordinate the implementation of plans designed to meet sub-departmental objectives and goals.
  • Assess the value of services and the achievement of program objectives and goals through visits and discussions with the Tribal Manager and other interested parties.
  • Maximize the department's contribution in terms of operational effectiveness, service and support to the community and public served.
  • Analyze workload, the achievement of objectives and goals, total cost of each program, quality of performance, community/public response and satisfaction (or marginal impact, if any), etc., and determine/suggest corrective action(s) as needed.
  • Complete factual assessments and determine program shortcomings (if any), their underlying causes, and determine measures required to preclude their recurrence.
  • Oversee the budget preparation involving all operational activities within the sub-departments.
  • Complete timely, in-depth fiscal reviews of each program with the appropriate program/activity supervisors.
  • Manage all phases of operations in the sub-departments through analysis and evaluation of operating reports, accounting statements, and budgets.
  • Serve as the focal point for policies and practices involving all sub-departments under Department 4.
  • Evaluate for merit all recommendations and/or criticisms received and direct appropriate adjustments or changes, or elevate concerns to appropriate level.
  • Establish necessary internal controls and safeguards to protect Government-owned resources against fraud, waste, and abuse.
  • Provide assistance and direction to staff subordinates in preparing departmental actions that ensure uniformity and consistency in carrying out policy and operational activities.
  • Maintain liaison with social and special service-related organizations.
  • Attend and/or ensure proper department/tribe representation at meetings that relate to all sub-department programs in Facilities Management.
  • Ensure that each sub-department budgetary goals are achieved providing programs that are cost effective and financially self-sufficient.

OTHER SKILLS AND ABILITIES

  • Must have outstanding written and verbal communication skills.
  • Good time management and organizational skills are critical.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • Exceptional detail and follow-up skills.
  • Must be able to communicate using written, oral and computer/technological methods.
  • Requires computer literacy, preferably in Windows, Word, Excel, Access, Power Point and Outlook.
  • Advanced proficiency in leadership and management skills and techniques.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Advanced knowledge of applicable laws, regulations, rules, procedures, and administration is required.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Business Management, Business Administration or related field. *
  • Successful completion of Program Director's Training within one year from the date of hire.
  • Must have three years of experience in supervision/managerial role required including hands-on experience working with budgets.
  • Must be licensed or certified in an area related to maintenance or building trades such as carpentry, plumbing, electrical or HVAC.
  • Two years of experience with federal program management preferred.

DRIVING REQUIREMENT

Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.


SUPERVISORY RESPONSIBILITIES

Exercises full, direct supervisory authority for sub-departmental staff. Responsible for the overall direction, coordination, and evaluation of the subordinate work unit. Plans the work, sets priorities for completion, and assigns work to subordinates. Evaluates subordinates' performance and advises, counsels, and instructs them on work and administrative matters according to established policy and procedure.


EQUIPMENT TO BE USED

General office equipment: computer, printer, fax machine, calculator, telephone, copy machine, etc.


TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and occasionally lifting objects (up to fifty pounds). Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.


TYPICAL MENTAL DEMANDS

Nature of work requires judgment in identifying and selecting the most appropriate procedures to use. Efficiency and attention to detail will be held to the highest degree. Specific deadlines may be set in order to fulfill requirements; ability to prioritize is essential.


WORKING CONDITIONS

Majority of the work will be conducted in an office environment; however, it will be important for the Department Manager to create working relationships with all sub-departmental staff. On-site visits to each sub-department will be required, including field work, to stay abreast on current issues. Travel throughout the GTB six-county area will be required.


COMMENTS

Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
