SUMMARY

The Environmental Services Coordinator is a supervisory position which oversees the environmental staff and the Tribal environmental programs, such as, but not limited to, air quality, water quality, solid waste management, land use planning, environmental health and education, renewable energy, emergency response, brownfield redevelopment, phase I investigation, Environmental Assessments, and climate change. This position is responsible to address all environmental issues that are presently affecting the Tribe, in addition to protecting, managing, and preserving natural resources for the benefit of Tribal Members, and protection of their usufructuary rights as outlined in the Tribal Constitution. This position is also responsible for the administration of other related grants and contracts awarded from outside funding agencies



MINIMUM QUALIFICATIONS

  • Must have a Bachelor's Degree in Environmental Sciences, Natural Resources, or related field.
  • Must provide a resume, educational transcripts, and any certifications to meet the educational requirements.
  • Two (2) years of professional related experience.
  • Must demonstrate the skills and ability to perform duties of this job description.
  • Must have a valid unrestricted Driver's License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee and administer the Environmental Programs and related programs/grants as assigned, following all funding agencies and the Grand Traverse Band policies and procedures.
  • Prepare and execute work plans, budgets and grants.
  • Direct the program's administrative activities, budgetary components, and reporting requirements.
  • Develop and implement specific issue programs such as water, air, solid waste, indigenous vegetation/landscaping, land use, environmental health and education.
  • Review site development plans for environmental impact.
  • Attend the quarterly Michigan Tribal Environmental Group meetings.
  • Perform soil contaminant surveys, environmental assessments, and baseline wetland delineation.
  • Develop environmental assessments for the lands into trust packages.
  • Research funding sources and develops proposals and applications for funding related to program services.
  • Assist with the enforcement and compliance of regulations, ordinances and policies for tribal members and trust-owned land.
  • Arrange and prepare educational environmental activities and materials for the tribal communities, tribal government and council, and adjacent communities.
  • Participate and communicate in public forums in the six-county service area.
  • Comply with all funding agencies and the Grand Traverse Band policies and procedures. This includes reports, grant development, projects, closeouts, etc.
  • Establish a working relationship with the Tribal Council Inland Fish and Wildlife Program, Great Lakes Fishery Program, the Natural Resources and Environmental Committee, Youth Program, Health Department, Education Department, Elders Program, Housing Department, Economic Development Corporation, Regional Tribes, U.S. Environmental Protection Agency, Natural Resources and Conservation Services, Soil Conservation Districts, watershed based organizations, and others as needed.
  • Travel to meetings, conferences, and training sessions to update or acquire new skills and give tribal input.
  • Other duties as assigned by the supervisor or tribal management.

  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, and other Microsoft software, database and spreadsheets.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Recognizes technical problems or deviations from normal procedure, and confers with immediate supervisor to resolve them after searching precedents to develop a recommended solution.
  • Uses good judgement in interpreting guidelines, in adapting department procedures, or in recommending approaches or solutions for specific problems.
  • Ability to work independently and establish work priorities as required.
  • Ability to read, analyzes, and interprets common scientific and technical journals.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Attend all training classes necessary to keep skills updated.

EDUCATION and/or EXPERIENCE

Bachelor's Degree in Environmental Sciences or Natural Resources.* Two or more years of professional related experience; or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.


DRIVING REQUIREMENTS

Must have a valid unrestricted Driver's License and be insurable by the GTB insurance carrier.


SUPERVISORY RESPONSIBILITIES

Administer and supervise the General Assistance Program, Clean Water Act Section 106, Clean Water Act Section 319, and the CERCLA 128(a) programs.





OTHER INFORMATION

Federal Tax Exemption: 26 U.S.C. § 7873(a)(1) provides an exemption from federal income tax on income, including wages, derived by members of the Tribe in the exercise of a fishing rights-related activity of the Tribe. 26 U.S.C. § 7873(a)(2) provides an exemption from federal employment taxes, including FICA taxes, on wages paid to members of the Tribe for services performed in a fishing rights-related activity of the Tribe.


In accordance with the fishing rights-related tax exemption listed above, GTB has evaluated and determined that certain duties of this position will be set at 93% tax exempt. This percentage will be re-evaluated and examined on an annual basis to determine validity in the percentage.



EQUIPMENT TO BE USED

General office equipment such as, calculators, computers, modem, copiers, fax, phone systems, etc.


TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Working outdoors performing inventories, soil contaminant surveys, and environmental assessments. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.


TYPICAL MENTAL DEMANDS

The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.


WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is outdoor work, and that you are expected to go to these sites on a regular basis.




COMMENTS

Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
