SUMMARY

The Emergency Management Manager is responsible for developing, coordinating, and implementing comprehensive emergency preparedness, response, mitigation, and recovery programs for the Grand Traverse Band (GTB), its citizens, and its lands. This position ensures organizational readiness for natural disasters, technological incidents, public health emergencies, and other critical events. Reporting to the Public Safety Director, the Emergency Management Manager fosters interagency collaboration with federal, state, local, and tribal partners to safeguard lives, property, and the environment through effective emergency management planning and coordination.


MINIMUM QUALIFICATIONS

  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, Project ▪ Bachelor's degree in Emergency Management, Public Safety, Public Administration, or a related field required; Master's degree preferred.
  • Minimum five (5) years of experience in emergency management, public safety, or a related field.
  • In depth knowledge of NIMS/ICS standards, emergency operations center (EOC) management, and emergency planning frameworks.
  • Strong familiarity with FEMA programs, mutual aid systems, and disaster assistance processes.
  • Proven ability to lead, coordinate, and communicate effectively under pressure.
  • Completion of NIMS/ICS training through ICS 400 and FEMA's Professional Development Series, or ability to obtain within six (6) months of employment
  • Must obtain required Michigan Professional Emergency Management Certification (PEM) within one year.
  • Valid driver's license and acceptable driving record required.
  • Must be able to respond to emergencies 24/7.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop, maintain, and implement comprehensive emergency operations plans for tribal government, community, and all GTB divisions and enterprises.
  • Coordinate preparedness, response, recovery, and mitigation activities across tribal departments and divisions.
  • Serve as the official Tribal Emergency Manager and liaison with federal, state, county, and tribal emergency management agencies.
  • Ensures all key elected and appointed officials are notified of an emergency per PA 390 of 1976.
  • Emergency Manager Coordinator represents GTB on homeland security committees and working groups, as assigned.
  • Establish, manage, and activate the Emergency Operations Center (EOC) during incidents; ensure trained EOC staff and protocol compliance.
  • Complies with the requirements of Michigan Emergency Management Public Act 390, of 1976, as amended, and Grand Traverse Band Emergency Management Resolution 02-20.1121.
  • Conduct hazard assessments and develop mitigation strategies to minimize risks to tribal operations, infrastructure, and community resources.
  • Lead disaster response operations including incident coordination, resource allocation, and recovery management.
  • Develop and manage emergency training programs and community preparedness drills.
  • Apply for, administer, and report on emergency management grants and disaster assistance funds.
  • Develop and maintain mutual aid agreements and cooperative response protocols with neighboring jurisdictions and tribal nations.
  • Lead community and staff outreach on emergency preparedness, resilience, and public education.
  • Manage community emergency warning systems, alerts, and notifications with GTB Media and Public Relations.
  • Oversee post incident evaluation, documentation, and after-action reporting.
  • Coordinate continuity of operations planning (COOP) for all GTB divisions and critical functions.
  • Maintain emergency resources, stockpiles, and specialized equipment for readiness.
  • Serve as liaison for Public Information Officer (PIO) information during emergencies as assigned.
  • Collaborate closely with GTB Police, Fire & Rescue, Health Services, and Infrastructure departments.
  • Coordinate safety and emergency preparedness planning for major tribal events.
  • Required travel to attend trainings, meetings and maintaining professional certifications to remain current with emergency management profession.
  • Report regularly to the Public Safety Director on readiness and emergency management outcomes.
  • Other duties may be assigned.

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Emergency Management, Public Safety, Public Administration, or a related field required; Master's preferred.
  • Minimum five (5) years of progressively responsible emergency management or public safety experience.
  • Professional Emergency Management certification (CEM or AEM) preferred.
  • Must obtain Michigan Professional Emergency Management (PEM) certification within one year.
  • Prior experience with tribal, local, or state emergency management systems preferred.
  • Background in fire service, law enforcement, or military emergency management a plus.

DRIVING REQUIREMENTS

  • Valid driver's license and acceptable driving record required.
  • Must be capable of traveling to and across all GTB lands under varying conditions.
  • Will require travel to trainings, conferences, and coordination meetings.
  • Must be available to respond to emergencies 24 hours per day, seven days a week.

OTHER QUALIFICATIONS

  • Must be able to obtain and maintain all required FEMA, NIMS, and ICS certifications.
  • Must successfully complete a background investigation, drug, and alcohol screenings.
  • Must adhere to strict confidentiality and GTB fiscal and personnel policies.

SUPERVISORY RESPONSIBILITIES

  • May supervise an Emergency Management Coordinator or other support staff.
  • Directs volunteer emergency response personnel or CERT members.
  • Leads multi agency and multi division operations during activations.

EQUIPMENT TO BE USED

  • Computer, multi line telephone, fax, and standard office equipment.
  • Two way radios, emergency alert systems, and mobile command equipment.
  • GIS mapping and emergency management software tools.

TYPICAL PHYSICAL DEMANDS

  • Requires both office and field work.
  • Must be able to lift and move up to 50 pounds.
  • Must be able to walk on uneven terrain, climb, and work in adverse conditions.
  • May require extended (12–16 hour) shifts during emergencies.
  • Requires field travel throughout tribal lands and sites.

  • Ability to think clearly and make sound judgments in crisis situations.
  • Strong analytical and problem-solving capabilities for rapid decision making.

  • Office environment under normal operations with flexible hours.
  • Field or EOC based work during emergencies, sometimes under hazardous conditions.
  • On call availability required 24/7.
  • Exposure to stressful or traumatic situations possible.
  • Professional attire in office; proper safety attire in field response.

COMMENTS

Native American Preference will apply. Must be willing and able to pass a criminal history background check with no felonies or serious misdemeanors and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is required.
