SUMMARY

The Elders' Department Manager is the Champion for the Elders of the Grand Traverse Band. The Department Manager will have excellent understanding or the current and future health, housing, companionship, and social needs of the Elders of GTB. Provide overall administration, coordination and leadership to all Elders Programs; Provide a long-term elder care program for elders that need direct oversight. Provide a short-term elder care program for elders that need temporary oversight. The Department Manager will be tasked with maintaining the scope of work for the programs and meeting the program objectives consistent with fiscal guidelines, client need and staff resources. The position will also require monitoring of service activity to prevent duplication of services within this and other departments of the Tribe to ensure cost effective delivery of services and plan for one-stop shopping for Tribal Elders to access services. Occasional travel is required with this position.


MINIMUM QUALIFICATIONS

  • A. Degree in Business Administration or Social Services related field required.
  • 5 years previous experience working with Native American Elders' programs.
  • 7 years previous experience in management and leadership.
  • Successful completion of Program Directors Training.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.
  • Must have a chauffeur license.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Work directly with Elder's site coordinators to ensure that the priorities of the Elder's are reflected in all work provided. Detailing the needs and demands of the elders through a program that prioritizes the workload of the workers. The Elder's programs must be reflective of the GTB Elders throughout the six-county area, with outputs and outcomes to show growth in an organic manner that promotes goals and objectives developed with the identified needs and demands.
  • Collaborate with the Grant Writing office to submit all grant proposals to appropriate funding sources and assist in drafting documents as needed to obtain funding for the programs within this department. Collaborating with local, state, federal, and philanthropic opportunities to enhance elder's programs and services.
  • Oversee preparation and completion of all reports to various funding/tribal sources on a timely basis.
  • Must be familiar with Medicaid/Medicare/Disability programs, services, functions, and program reimbursement opportunities.
  • Work with GTB legal and Elder advocate staff to create an Elders Protection team to include coordination with relevant outside agencies.
  • Manage all department budgets effectively so that services are maximized with no duplication of services between departments. Initiate and provide leadership on budget development, justification, forecasting and modification.
  • Conceptualize data collection with staff, coordinate tribal resources with the OMB and provide documentation for effective services to tribal members.
  • Perform all other required responsibilities for the management of personnel.
  • Review the size and nature of caseloads on a quarterly basis, with all direct services staff.
  • Develop and Distribute questionnaire to determine client satisfaction and periodically assess community needs and satisfaction at least quarterly. May gather data from elders by way of interviews and focus elder groups.
  • Coordinate in-service training session of topics related to the service delivery.
  • Assure that training of staff and any certification of licenses are current, and that staff is meeting the continuing education requirements in a timely manner.
  • Analyze and develop policy, budget materials, assess and implement applicable federal and state regulations as they relate to the programs within the department, pursuing revenue through 3rd party reimbursements, ie Medicaid.
  • Able to work collaboratively with other Tribal Programs, as well as with other State, Tribal and Federal agency personnel.
  • Respond to draft federal/state regulations impacting programs and provide analysis as it relates to programs within the department.
  • Plan and participate in community information and educational events as requested/needed.
  • Plan, organizes and implements program activities with elder coordinator/s that are educational, recreational and/or social, to motivate elder participation.
  • Conduct random review of program files for quality assurance purposes.
  • Attend Tribal Council Regular Session meetings each month as requested, Tribal Council Special Sessions as requested, participate in Department Managers meetings on a monthly basis, and all Executive staff meetings with Tribal Council.
  • Attend yearly Tribal Membership meetings, & Tribal Health fair participation.
  • Develop Department goal and objectives, establish individual program goals and objectives and work with staff in development of their goals and objectives.
  • Meeting regularly with Department personnel to review Department objectives and discuss programmatic issues.
  • Adhere to all GTB policies and procedures.
  • Maintain confidentiality within department appropriate to services provided.
  • Responsible for staying current on elder issues, care giver programs, and activities at the federal, state, local and tribal level.
  • Recruit staff and volunteers to support department activities.
  • Travel as needed for grant requirements.
  • Other duties as assigned.

  • Must have excellent written and oral communication skills.
  • Must have a caring attitude toward elders and show ability to work with elders who may be confused.
  • Must provide an excellent teamwork, outstanding cooperation and positive interaction among co-workers, elders, their families and/or volunteers.

  • Must be able to effectively establish priorities and meet deadlines.
  • Must have advanced proficiency in leadership and management skills and techniques.
  • Must have the ability to quickly evaluate alternatives and decide on a plan of action.
  • Must have computer literacy, preferably in Microsoft Windows, Word, Excel, Outlook, and other Microsoft office products and database applications.
  • Must have strong oral and written language skills.
  • Must be able to communicate effectively with Native Americans and their families.
  • Must be able to provide accurate communication in regard to required narrative reports.

EDUCATION and/or EXPERIENCE

  • A. Degree in Business Administration or Social Services related field required.
  • 5 years Previous experience working with Elders' programs.
  • Successful completion of Program Directors Training within one year from date of hire.
  • 2-4 years of experience in managing subordinates.

DRIVING REQUIREMENTS

  • Travel to other sites within the six county areas required.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.
  • Must have chauffer's license

SUPERVISORY RESPONSIBILITIES

Direct the Elder's Assistant/Program Director and Elders Site Coordinators.

General office equipment such as calculators, computers, modem, copiers, fax, phone systems, etc.


TYPICAL PHYSICAL DEMANDS

Local travel is frequently required, out-of-town travel is occasionally required. Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc.


TYPICAL MENTAL DEMANDS

The employee uses judgment in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.



WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site regular basis.


COMMENTS

Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regards to confidentiality is a must.
