Controller

SUMMARY This position is a senior level accounting position that has financial statement, general ledger and Controller responsibilities. This position provides supervision to the accounting staff and performs administrative duties involving the per capita distribution, burial fund, as well as assisting with the administration and reporting required under the Tribal/State Tax Agreement. This position also performs monthly reconciliation's of various tribal bank & investment accounts. This position will perform professional level work in creating & analyzing journal entries, budgetary reports, and account reconciliation's and interpreting and applying tribal program expenditure guidelines.


MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration is required.
  • Two or more years of experience in governmental budgeting or accounting is required.
  • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide day-to-day supervision of the accounting staff.
  • Oversee the maintenance and accuracy of the general ledger and any related accounts.
  • Responsible for the oversight of all duties associated with the per capita distribution, i.e., deductions from Tribal Court provide EDC with any additions/subtractions for each per capita distribution; answer any tribal membership questions in regards to per capita distribution.
  • Responsible for the administration of the tribal burial fund and benefit payments and to answer any tribal membership questions concerning burial fund insurance and payment.
  • Reconcile all bank and investment accounts, including payroll and per capita bank accounts monthly in a timely manner.
  • Review all transaction postings to the programs to ensure that they have been charged to the proper program accounts.
  • Prepare and enter journal entries for all monthly reconciliation's after approval by another Senior Accountant and CFO.
  • Approve weekly payroll journal entries, and along with reviewing weekly timesheets and reports for accuracy.
  • Responsible for the data entry and accuracy of initial annual budgets contained in financial statements for all programs.
  • Responsible for the preparation of all financial reports to external grantor agencies.
  • Responsible for the preparation of all financial reports for all programs of the Tribe. Reports will include grant status reports, financial statements, general ledger reports and any other month end reports.
  • Responsible for the administration and reporting of the Tribal/State Tax Agreement, as needed.
  • Provide the EDC Controller with Grant Status Reports and invoice copies for EDC receivables.
  • Prepare the Schedule of Expenditures of Federal Awards (SEFA) for the fiscal year-end audit.
  • Review and reconcile transactions of the payroll withholdings accounts.

  • Assist the external auditors in the analysis of financial data and statements during the annual audit.
  • Serve as backup for the Payroll and Accounts Payable functions when necessary.
  • Prepare reimbursement letters.
  • Prepare check requests/Purchase Orders.
  • Responsible for the maintenance of fiscal controls to assure the propriety of and the proper accounting for all financial transactions of the tribe.
  • Establish and maintain budgetary controls to assure the resources are utilized only in accordance with appropriate program rules, regulations, policies and procedures.
  • Direct the annual audit process and prepare the annual financial statements and schedule of expenditures of federal awards for the audit in accordance with appropriate governmental accounting principles.
  • Review and approve proposed reclassifications of revenues expenditures received from program directors.
  • Provide financial management support to tribal government staff, as needed.
  • Review and periodically update, as necessary, all department policy manuals and submit to the Tribal Council for their approval.
  • Prepare special reports and analyses of tribal government programs and operations as needed.
  • Assure that all balance sheet accounts are reconciled on a timely basis.
  • Maintain EDC Sales Tax reports and prepare the State reports.
  • Assist in the monitoring of the accounting system to Federal & State agencies under U.S. Office of Management and Budget 2CFR200 – Uniform Administrative Requirements, Lost Principles and Audit Requirements for Federal Awards.
  • Perform other duties and prepare other reports as assigned by your supervisor.

  • Exceptional attention to detail and follow-up skills are essential.
  • Work requires proficiency in computer literacy, preferably in Microsoft Windows, Word, Excel, and other Microsoft office products and database applications.
  • Ability to quickly evaluate alternatives and decide on a plan of action.
  • Uses good judgment in interpreting guidelines, in adapting department procedures, or in recommending approaches or solutions for specific problems.
  • Attend all training classes necessary to keep skills updated.
  • Knowledge of budgeting and accounting.
  • Knowledge of federal, state and tribal grant policies and procedures.
  • Knowledge of the principles and practices of business organization and management.
  • Ability to research, analyzes, and evaluates proposed programs and expenditures.
  • Ability to work with large amounts of data, interprets financial records, detect errors, and prepare financial reports.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in Accounting, Finance, Business Administration, or Public Administration is required.
  • Two or more years of experience in governmental budgeting or accounting is required or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.

SUPERVISORY RESPONSIBILITIES

This position has supervisory responsibilities for four direct subordinates.


EQUIPMENT TO BE USED

General office equipment such as, calculators, computers, modem, copiers, fax, phone systems, etc.


TYPICAL PHYSICAL DEMANDS

Work requires sitting, lifting, reaching, walking, and lifting heavy objects, such as a case of paper or several books at once. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Should have corrected normal range of hearing and sight.


TYPICAL MENTAL DEMANDS

The employee uses judgment in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines are involved, so there is time pressure on occasion.


WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site regular basis.


COMMENTS

Native American preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
