Benodjenh Center Supervisor

SUMMARY

The Benodjenh Center Supervisor supervises, manages and has full responsibility of the day-to-day functions and operations of the Head Start, Early Head Start and Child Care programs.


MINIMUM QUALIFICATIONS

  • Must have a minimum of a bachelor's degree, with emphasis in early childhood development preferred.
  • Must have three to five years related experience in the Human Services field.
  • Must have five years of Supervisory experience.
  • Must maintain current CPR/First Aid certification.
  • Must have a valid unrestricted Driver's license and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Apply professional knowledge of child development principles to develop, implement, and oversee curriculum and age-appropriate activities for developmental programs that promote the social, emotional, physical, cognitive, and creative growth of children.
  • Plan, formulate, coordinate, direct and lead the Benodjenh Center programs, which includes Head Start, Early Head Start, and Child Care.
  • Interpret governmental statutes and regulations pertaining to the Federal Programs (HS, EHS, CC). Review and recommend policies and operational procedures based upon guidelines.
  • Recommend modifications to program goals, philosophy, and procedures based on patron needs, program evaluation, assessment and available resources.
  • Establish and implement policies and procedures regarding fees, subsidies, and contracts with parents, as well as those supporting developmental programming, to include guidance, appropriate touching, outdoor play, field trips, etc.
  • Ensure compliance with all applicable professional and administrative guidelines, regulations and standards for Head Start, Early Head Start and Child Care programs.
  • Design, coordinate, update community needs assessments, development goals and objectives based upon the resulting information.
  • Explain grant application to staff, policy council, parents and community.
  • Develop and recommend plans consistent with the overall mission of the GTB's Benodjenh Center
  • Direct program operations in compliance with the requirements of all applicable contractual agreements, laws, regulations, policies, procedures and funding requirements.


  • Directs the development of program financial plans and budgets, including operating costs and extraordinary expenditures, and submit monthly grant status reports to the Policy Council.
  • Prepare and assist with annual budget and make recommendations as required to OMB.
  • Oversee the develop of integrated budget input and prepare justification for funding of program, food service subsidies, and other resource requirements.
  • Assure that the Benodjenh Center/Head Start complies with health, fire, security, safety, and environmental standards and regulatory guidance.
  • Establish, promote, and engage an active parent program with community involvement.
  • Provide advice and guidance to parents, to include recognizing any special needs for referral to other departments or agencies.
  • Identify and ensure parent goals for children are integrated into developmental program planning and execution.
  • Counsel parents and participate in parent conferences, assure parent participation in program evaluation, encourage parent observation, and make parent education opportunities available
  • Preside at various meetings of staff personnel and special committees to provide guidance, leadership and coordinate activities of these groups to the best interest of the program. Attend case management meetings with all staff, as well as other staff, department, and policy council meetings as requested.
  • Develop and coordinate Benodjenh Center/Head Start administrative organizational plan and delegate responsibilities to staff to carry out the plan.
  • Serve as an advocate for Benodjenh Center/Head Start. Promote good public relations by serving on boards, committees and participating in community activities.
  • Foster shared decision making with the Policy Council. Work closely with that group to ensure organization, training and effective operation.
  • Provide periodic written documents and program reports to Tribal Management, Tribal Council, Policy Council, ACYF Regional Office and other agencies.
  • Update the Benodjenh Center plan annually, reviewing with policy council, parents and other staff.
  • Other duties as assigned.

OTHER SKILLS AND ABILITIES

  • Must have exceptional written and verbal communication skills.
  • Work requires computer literacy, preferably in Windows, Word, and Excel.
  • Good time management and organizational skills are critical.
  • Possess the ability to work openly and cooperatively in a "team" approach.
  • Must be able to work well with minimum supervision.
  • Able to perform each essential job duty satisfactorily.
  • Ability to communicate effectively with families, community, agencies and co-workers

EDUCATION and/or EXPERIENCE

  • Must have a minimum of a bachelor's degree, with emphasis in early childhood development preferred.
  • Must have five three years related experience in the Human Services field.
  • Must have five years of Supervisory experience.
  • Must maintain current CPR/First Aid certification.

SUPERVISORY RESPONSIBILITIES

Directly responsible for the supervision of the Early Head Start, Head Start, Child Care management staff and other program staff assigned.


EQUIPMENT TO BE USED

General office equipment; calculators, computers, copiers, fax, phone systems, surveillance system, etc.




TYPICAL PHYSICAL DEMANDS

Physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job, which includes lifting children, up to age five. Must be able to work within child size furnishings and equipment on a daily basis. Reasonable accommodations will be made to enable individuals with disabilities to perform essential functions.


TYPICAL MENTAL DEMANDS

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.



WORKING CONDITIONS

Pre-school and school age children. Day Care atmosphere, interacting with young children and adults. Some deadlines involved, so there is time pressure on occasion. Although primarily an 8-5 job, one must be flexible and willing to work the occasional evening or weekend.


COMMENTS

Native American preference will apply. Current and former Early Head Start and Head Start parents must receive preference for employment vacancies for which they are qualified. Must be willing and able to pass a background investigation and drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy regarding confidentiality is a must.
