COMMITMENT TO TRIBAL MEMBERS SERVICE

Service encompasses all aspects of the Grand Traverse Band of Ottawa and Chippewa Indian's governmental operations. SUMMARY

Assists in the coordination of daily Government operations of the Grand Traverse Band of Ottawa and Chippewa Indians (GTB). Assists in the development and implementation of the strategic goals and objectives of all government programming. Provide leadership and direction towards the improvement of the Tribal Government service delivery system including strategy, and achievement of strategic goals and objectives in accordance with all applicable tribal, state, and federal rules and regulations. Honors and represents the mission, vision, values of GTB. To provide executive office management skills and executive secretarial skills, organize, instruct and occasionally provide receptionist duties. Coordinate efforts on behalf of GTB and the programs housed in the Tribal Managers Office. Be responsible for all incoming/outgoing mail. Assist with typing letters and reports, filing, and data entry. Supervisor of outlying offices: Benzie, Charlevoix and Traverse City Receptionist positions, as well as the Administrative Assistant.

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Public Administration, Business Administration or related field required.
  • 5 years progressive executive management experience in Public/Tribal/Business Administration required.
  • Three years of supervisory experience in a business setting required.
  • Experience in the following areas is required fund accounting knowledge, annual budgets, grant knowledge, public speaking and financial and report writing.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists the Tribal Manager in the development and implementation of policies, plans, initiatives, and other program activities to accomplish the goals and objectives of the GTB strategic plans.
  • Assists in the operations and supervision of various tribal departments and staff, including reviewing and evaluating programs goals and objectives.
  • Works with the Tribal Manager in the development and implementation of strategic plans for all Tribal programs.
  • Provides significant input and guidance to the Tribal Manager around culture, strategic planning, values, budgeting, and operational management of the departments.
  • Increases management's effectiveness by assisting with recruiting, selecting, orienting, training, coaching, counseling, and disciplining senior managers; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
  • Analyzes legislative, regulatory, policy and other industry changes; provides briefings to the Tribal Manager.
  • Compiles statistical data and authors narrative reports on quality management findings.
  • Assists in the preparation and administration of the GTB annual budget and capital projects for the Tribe.
  • Oversees the development of proposals and grants to secure additional funding and grant monies for continuation and expansion of Tribal program services.
  • Hosts regular staff meetings to ensure accurate and effective communication across all divisions and departments within GTB.
  • Represents the GTB with tribal, state, and federal agencies, organizations, meetings, and consultations.
  • Ensures compliance with federal and state regulations.
  • Prepares and presents reports on the status, activities and plans for current and future operations to the Tribal Manager and Tribal Council.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Contributes to a team effort and accomplishes related results as required.
  • Effective conflict resolution and problem-solving skills.
  • Program Director of the Tribal Manager office budgets.
  • Resolve differences arising from budget limitations, personnel ceilings, mandatory policies and procedures and regulations.
  • Serve as spokesperson for programs/departments at regularly scheduled Tribal Council meetings in the absence of the Tribal Manager.
  • Adhere to sound business principles in managing activities that generate income; monitor internal controls in all activities to maintain financially stable condition.
  • Assist with Tribal event planning and assisting event groups.
  • Performs other duties as assigned.
  • Maintain highest level of confidentiality of all matters involved with clients, staff and all related records.
  • To comply with all Grand Traverse Band policies and procedures.
  • Answer daily incoming calls, monitor answering machines and direct visitors, clients, and guests to appropriate personnel.
  • Schedule appointments with department managers and other staff as needed for the Tribal Manager's Office.
  • Maintain minutes, records and all documentation in the Tribal Manager's Office.
  • Process check requests, purchase requisitions, travel request and travel closeouts.
  • Assist programs in the institution and maintenance of applicable filing systems.
  • Prepare correspondence, filing, copying and data entry.
  • Notify program directors when reports are required or late, follow protocol.
  • Make travel arrangements/registration/reservations for the Tribal Manager.
  • Become knowledgeable of all GTB service programs and make referrals as necessary
  • To develop and maintain substitute office help list when Office Manager/Receptionist is out of office, substitute list to include office staff as needed.
  • Conduct annual performance evaluation of office managers in outlying offices: Benzie, Charlevoix, and Traverse City.
  • Required to do Evaluations on time with the Office Managers located in satellite offices.
  • Collect Weekly time Sheets and Itinerary from each person supervised by the Tribal Manager while they are on travel status or off site.
  • Contact immediate supervisor when employees go home for illness, personal leave, or vacation time.
  • Other duties as assigned by the Tribal Manager that relate to the overall coordination of events affecting the area.
  • Must be respectful and courteous to the Tribal Membership at all times and represent the Tribal Manager's Office with professionalism and integrity.

  • Must have knowledge of Robert's rule of Order, meeting set up, and processing meeting minutes.
  • Must have thorough knowledge of budgets and fiscal reporting.
  • Must have knowledge of word processing, spreadsheets, and transcription.

  • Must have Program Director certification.

EDUCATION and/or EXPERIENCE

  • Master's degree in Business Management and/or Business Administration or relevant field preferred.
  • Bachelor's degree in public administration, business administration or related field required.
  • Five years progressive executive management experience in Public/Tribal/Business Administration required.
  • Three years of supervisory experience in a business setting required.
  • Experience in the following areas is required: Fund accounting knowledge, annual budgets, grant knowledge, public speaking and financial and reporting writing.
  • Experience working within American Indian and/or Alaska Native communities preferred.

SUPERVISORY RESPONSIBILITIES

  • Direct supervision of the Tribal Administration Office Manager, with indirect supervision of the GTB Satellite Offices located in Traverse City, Charlevoix and Benzie.
  • Task delegation to achieve maximum results.
  • Reinforcement of policies and procedures
  • Maintain in-depth knowledge of all program/departmental operations.
  • Assist with all interviews for upper-level administrative new hires as well as promotions and transfers
  • Maintain open lines of communication with all tribal departments, tribal membership, and local community.
  • This position will assume the responsibilities of the Tribal Manager in their absence.

TYPICAL PHYSICAL DEMANDS

Work requires sitting lifting, reaching walking and occasionally lifting heavy objects, such as books or a case of paper. Should have corrected normal range of hearing and sight. Regularly requires verbally expressing or exchanging ideas of important instructions, loudly or quickly.

TYPICAL MENTAL DEMANDS

The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several establishes alternatives to use. Some deadlines are involved, so there is time pressure on occasion.

WORKING CONDITIONS

A good deal of work is performed in an office environment, but it is important to realize that in some of the work is in the various GTB offices and you are expected to go on-site on a regular basis. Overnight travel, evening and/or weekend work is occasionally required. Tight time constraints and multiple demands are common.

COMMENTS

Native American Preference will apply. Must be willing and able to pass a criminal history background check with no felonies or serious misdemeanors and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy in regard to confidentiality is a must.
